These are the fees allowed by the Mitigation Fee Act (AB 1600) and constitute the development “fair share” for planned infrastructure to support build-out of the General Plan. Staff has been conducting public outreach and the Planning Commission meeting was the last step before the Council’s own study session on Tuesday, October 17. Staff will provide a more comprehensive update regarding the input received last night as part of its presentation on Tuesday, but we wanted to share a few key take-aways with you, based on input from the public and Commission. 1. The study presents the maximum fees that can be charged, and the final fee program should not be a disincentive to the production of housing, particularly smaller, more affordable homes. 2. Staff should work with developers and property owners to apply the proposed fees to additional development scenarios to better inform future recommendations. 3. Staff should present additional information about alternative sources of funding for infrastructure so that the community is informed about the options for financing important infrastructure projects, such as public safety facilities, that provide community-wide benefits.
