Subject:October 17, 2017 Council mtg. item #10: extending hours of night mountain
biking/hiking on Cerro San Luis
PLEASE PLACE WITH AGENDA CORRESPONDENCE ITEM 10.
Oct. 13, 2017
Mayor and City Council:
The present hours for mountain biking and hiking on Cerro San Luis are more than magnanimous. An
hour before sunrise to an hour after sunset provides plenty of time for humans on the mountain.
Please consider SPECIES EQUITY in your deliberations. The wildlife and their habitat on Cerro San
Luis are already being negatively impacted by human activity in the Natural Reserve. They need
uninterrupted time in their habitat for survival without human interference.
The existing hours of use of the mountain are already detrimental to the the wildlife and their
habitat. They unfortunately have no voice with which to speak on this issue. Natural Reserves are
not parks. There are State and County Parks in our area which allow biking and hiking until 10 p.m.
Poly Canyon, Los Padres National Forest have unlimited hours for use. People are free to use these
other areas for later use during the winter months or bike and hike around the city of San Luis
Obispo. The Land Conservancy's property, The Pismo Preserve, will be fully open next year and their
time frame for biking and hiking will be from dawn to dusk year round. Their biologists have chosen to
respect and protect wildlife in the preserve.
The human use of Cerro San Luis was a compromise that was carefully determined by a City Council
many years ago to provide a balance for INTERSPECIES EQUITY. Please be stewards for the
wildlife and their habitat and do not grant the winter night extension thereby loosening important
environmental protections. San Luis Obispo's leaders need to stand for human kindness and
compassion for other species.
In the neighborhoods surrounding Cerro San Luis there are safety concerns about fires, trespassing
and injuries resulting in risky night rescues. The current fires burning in California have done
tremendous damage to communities and loss of life. Why would you consider taking such risks?
In addition, please consider the negative impacts on the neighborhoods as many using the mountain
access it through unauthorized streets and private property surrounding the mountain.

Sincerely,
Cheryl McLean
