Surely they scare animals! In an elected office, you act on behalf of all in San Luis Obispo  Your position requires you conduct a democratic process.  The majority of people in this community support the protection of Open Space. Democracy requires inclusionary action for some  It goes without saying it applies to those with disabilities.  Mountain bikers do not require a protected status. In fact, their use may be restricted due to their negative impact on hikers and the damage to the terrain. It must be restricted during and following inclement weather and it must never be allowed in the dark.  The balance needed in a Natural Reserve must be sorted out by which activity causes more threat to wild animals and to humans engaging in the allowed passive activity (i.e.hikers). Hiking and Biking are separate categories of activities  Each requires being dealt with separately  Lumping them together is not an honest approach  The EQUITABLE BALANCE for the land, the animals, the humans AND the activities requires more consideration. After talking to people with a great deal of common sense, the prevailing opinion is the "idea" for a pilot study should be stopped now before there is more upheaval to people's lives and for the general public's values to be given consideration. After viewing mountain biking videos, it is apparent this activity should NEVER be 1 allowed at night......if at all on the mountain. I respectfully ask the Council to avoid being swayed by pressure from the special interest groups and uphold the values of the majority of your residents. Thank You, Camille Small 2
