SUBJECT: Item #12 — Consider Actions Related to the Animal Services Shelter Agreement

The purpose of this Council memorandum is to provide additional information than what was
provided in the agenda packet. Staff has completed additional analysis related to the animal services
shelter agreement which is provided below:
1. No immediate service delivery alternatives exist. Staff has contacted both local nonprofit
service providers as well agencies outside of the County to determine if any viable
options exist for both animal services and shelter services. At this point, no immediate
viable options have been identified.
2. The financial impact to the City of San Luis Obispo should the cities of Atascadero and
Paso Robles withdraw from the agreement is approximately $40,000-50,000 annually for
30 years. Both City and County staff completed analyses for the potential impacts to the
City of San Luis Obispo and yielded consistent results. The actual amount will vary
dependent on the interest rate at the time of bond issuance. The analysis from the County
is included as Attachment 1.
In addition, staff wishes to clarify that the October 31, 2017 deadline discussed in the report is not
the final deadline to withdraw from the agreement entirely. The October deadline is specific to
withdrawing from the agreement without incurring any financing costs or specific project costs
attributed to the City. Cities may choose to withdraw from the agreement after October 31, 2017, but
may be responsible for any costs incurred as of the withdrawal date.
Given the above information, staff suggests the following recommendation:
1. Receive a report on the regional effort to build an animal services shelter.
2. Continue participation in the joint animal services shelter agreement should the cities of
Atascadero and Paso Robles withdraw. Authorize the City Manager to take other actions up
to and including withdrawing from the agreement should other Cities withdraw from the
agreement.
3. Authorize the Mayor to send a letter to the cities of Atascadero and Paso Robles regarding
the impacts to the City should they withdraw from the agreement.
