Subject:ARC Meeting 11/13/2017 - Public Hearing #2 - San Luis Square
Dear ARC:
I am writing in regards to your hearing and consideration of the proposed San Luis Square
development on Marsh and Nipomo Streets. I am in full agreement and support of James Papp's well
thought out and articulated argument in his Viewpoint printed in the Tribune newspaper on Sunday
11/12/17. I urge each of you to read this if you have not.
In essence, he (and now I) request that before your body grants any consideration to this
development, that you first require the city of San Luis Obispo to conduct an environmental impact
study as required by CEQA.
This proposed development, with its massive 59-1/2 feet height rising a mere 5 feet from its
perimeter, immediately adjacent to the Historic Jack House and Gardens, would have a significant
deleterious impact on one of our city's most cherished historic landmarks.
The CHC voted five months ago that this project, as proposed, requires the city to conduct a full
environmental impact study under CEQA. I believe your body should now respect the expertise,
authority, and decision of the CHC in this matter and request that the city conduct this study before
taking this project under your consideration.
How do you feel with regards to your expertise, authority, and decision regarding the colors and
finishes on Mr. Kulick's building at 1135 Santa Rosa being recently disregarded and overturned by
the city council?
Our advisory bodies each have a stated purpose and exist for a very good reason. Each body's
members are chosen for their expertise and commitment to their body's stated purpose. It's time we
all (residents, developers, advisory bodies, and city council) start paying each of our advisory bodies
the respect and deference they're due.
