HomeMy WebLinkAbout10-16-2017 ARC Minutes Minutes ARCHITECTURAL REVIEW COMMISSION Monday, October 16, 2017 Regular Meeting of the Architectural Review Commission CALL TO ORDER A Regular Meeting of the Architectural Review Commission was called to order on Monday, October 16, 2017 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Wynn. ROLL CALL Present: Commissioners Richard Beller, Brian Rolph, Amy Nemcik, Allen Root, Vice-Chair Angela Soll, and Chair Greg Wynn Absent: None Staff: Community Development Director Michael Codron, Deputy Director Doug Davidson, Kyle Bell, Associate Planner. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. --End of Public Comment-- APPROVAL OF MINUTES ACTION: MOTION BY VICE-CHAIR SOLL SECOND BY COMMISSIONER ROOT, CARRIED 6-0, to approve the minutes of the Architectural Review Commission meetings of August 21, 2017 and September 11, 2017. PUBLIC HEARINGS 1. 273 Madonna Rd; ARCH-0469-2017: Continued review of the redevelopment of a portion of the Madonna Plaza Shopping Center to construct a new commercial building to provide for three new tenant spaces consisting of 56,257 square-feet. The project is categorical exemption from environmental review. C-R zone; Schottenstein Property Group, applicant. Associate Planner Kyle Bell presented the staff report and responded to Commissioner inquiries. Minutes – Architectural Review Commission Meeting of October 16, 2017 Page 2 Applicant Representative, Emily Ewer of Oasis Associates, provided a brief presentation and responded to Commissioner inquiries. Public Comments: None. --End of Public Comment-- Commission discussion followed. ACTION: MOTION BY COMMISSIONER ROLPH, SECOND BY COMMISSIONER ROOT, CARRIED 5-1 to adopt a Resolution entitled “A Resolution of the San Luis Obispo Architectural Review Commission approving the redevelopment of a portion of the Madonna Plaza Shopping Center to construct a new commercial building to provide for three new tenant spaces consisting of 56,257 square-feet, with a Categorical Exemption from Environmental Review, as represented in the staff report and attachments dated October 16, 2017 (273 Madonna Road ARCH-0469- 2017)” with the following amendments: 1. Condition #30: The building plan submittal shall show one 15-gallon street tree 24-inch box street tree for each 35 linear feet of frontage. PRESENTATION 1. Fiscal Health Response Plan: A presentation by Community Development Director Michael Codron, covering the City’s plan to respond to significant financial challenges ahead. 2. Zoning Regulations Update: A general summary to date and looking ahead, presented by Deputy Director Doug Davidson. COMMENT AND DISCUSSION Deputy Director Davidson provided a brief agenda forecast. ADJOURNMENT The meeting was adjourned at 6:44 p.m. The next Regular meeting of the Architectural Review Commission is scheduled for Monday, November 6, 2017 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
