HomeMy WebLinkAbout02-27-2018 ATC Minutes Minutes - Special Meeting Active Transportation Committee (Formerly the Bicycle Advisory Committee) Council Chamber Room, City Hall, 990 Palm St, San Luis Obispo Tuesday, February 27, 2018 at 6:00 p.m. MISSION: The purpose of the Active Transportation Committee (ATC) is to provide oversight and policy direction on matters related to bicycle and pedestrian transportation in San Luis Obispo and its relationship to bicycling and walking outside the City. Lea Brooks (Chair) called the meeting to order at 6:02 p.m. ROLL CALL: Present: Lea Brooks (Chair), Ken Kienow (Vice Chair), Jenna Espinosa, Timothy Jouet, Layla Lopez (departed at 7:07 p.m.), Jonathan Roberts, Howard Weisenthal Absent: None Staff: Active Transportation Manager Adam Fukushima, Recording Secretary Lareina Gamboa Public Comment on Items Not on the Agenda No comments were made. MINUTES: No Minutes to approve at this time. DISCUSSION ITEMS Agenda Item #1: Active Transportation Plan Kickoff Staff presented kicked off the new Active Transportation Plan effort. The Committee gave input on the overall project objectives that will guide the Plan effort and discussed how it would like to be involved in developing the Plan. Public Comment Myron Amerine, resident, distributed the City of Sacramento’s pedestrian master plan, and urged the committee and staff to look it over. Amerine also encouraged the list of prioritizing and ranking projects, and suggested any new projects be approached from many angles. He also asked the committee to find a way to incorporate bike and ped elements into new developments the way fire and safety are required. And, reminded the committee that new projects are a great opportunity to include ADA specific improvements. Garrett Otto, resident, hopes the subcommittee will be willing to meet with staff to bike and/or walk corridors that need improvement so as not to have the same prolonged issues that the Anholm bike way had. He also suggested to keep the committee small so broad improvements will continue to take place, and to create objectives, like considering transit users to improve connectivity. Otto also recommended driver education to be addressed in the plan, and perhaps increased fees around schools to discourage the ongoing issue of distracted drivers. Committee Discussion Committee discussion centered around developing a subcommittee that would allow a focused effort on the AT Plan development and not use all of the ATC time. They discussed incorporating new developments into the Plan so as not to spend excess money attempting to catch up while connecting gaps. The committee also suggested prioritization of a few key projects that would yield a higher bike mode share. The committee also suggested having a less time consuming process of selecting and prioritizing projects than in the last Bicycle Transportation Plan. Agenda Item #2: Minor Bikeway Improvement Projects Staff presented the Paving Plan for summer 2018 including staff suggestions for using minor bikeway improvement funds to augment the new street striping. This included widened bike lanes on Orcutt Road, a widened bike lane on N. Sacramento and a Complete Streets project on Laurel Lane that will add buffered bike lanes, as well as shared lane markings in certain neighborhoods. Public Comment Myron Amerine, mentioned that with the new homes developing, that Orcutt Road will need lane widening and feels that the developer should be paying for this. He also asked for green striping to continue southbound on LOVR in front of the main entrance of Irish Hills shopping plaza, as well as just past Whole Foods, where the bike lane pulls out at a twenty percent angle. Garrett Otto, encouraged offside improvements for increased safety on Orcutt Road as Righetti Ranch continues to develop. In addition to street widening on Sacramento Street, Mr. Otto requested signage with flashing lights, or a “Your Speed Is” monitor, where the street curves, to slow down drivers. He also asked for the path in Meadow Park to be fixed and expressed desire for a HAWK crossing on Broad Street, and a buffered bike lane on South Higuera where the new Central Coast Brewery is opening. Committee Discussion Committee discussion focused on limiting the number of sharrows, investigate the possibility of buffered bike lanes on Orcutt Road and investigate installing green pavement in conflict zones on Los Osos Valley Road that were left over desires from last year’s pavement update . Agenda Item #3: Unleashed Dogs on Trails At the committee’s request, Staff presented information on unleashed dogs including in areas where there are bike paths and open space. Staff gave info on the municipal code section, the associated fines and efforts to encourage more leash use. Public Comment Myron Amerine, suggested the committee make a motion to require that Class I facilities enforce the Municipal Code of dogs on leashes. Garrett Otto, echoed Mr. Amerine’s comment, but expressed hope for some leeway for obedient dogs on trails, and even mentioned other countries that issue certificates for those obedient dogs and dog owners. Committee Discussion Discussion included the possibility of installing a kiosk on the Railroad Safety Trail where free leashes could be provided. Other suggestions included more enforcement efforts, however there was not a consensus among the committee members. Staff was asked for more information for a later time including the number of unleashed dog violations and what the municipal code was for unleashed dogs on regular city streets (not parks or open space). ADJOURN CM Weisenthal motioned to adjourn the meeting at 8:23 p.m. to a regular scheduled meeting of March 15, 2018. CM Jouet seconded the motion. The motion passed unanimously.
