Hi Doug, Please forward this letter to the Planning Commission.
This email concerns the revision of Ordinance 1130 in your agenda packet.
Four years ago, the review of a proposal for building the Monterey Hotel at 1845 Monterey Street was fraught with
controversy because of disagreements over the wording and intent of Ordinance 1130. Afterwards, all parties agreed
that the wording of the Ordinance needed to be clarified and strengthened.
When the LUCE document prompted a review of zoning regulations, the City invited us to present our ideal version of a
revision of 1130. On January 10 this year, we presented that to the Planning Commission. At the end of a thorough
discussion by the Commissioners, Chair Stevenson directed Deputy Director Davidson to represent the sense of the
Commission in a negotiation with us.
That negotiation was successfully completed on June 2, and is found on pp. 511-513, at the end of the agenda item for
the markup version of the Draft Zoning Regulations Update. On behalf of the working group from the San Luis Drive
neighborhood, I am pleased to inform the Planning Commissioner of our full endorsement of the agreement
negotiated between us and Doug Davidson and Kyle Bell representing the City.
Although we did not achieve all of our goals, particularly our desire for greater setbacks and for a reduction in allowed
height, we believe that the other changes allow for substantially greater protection of the creek and our
neighborhood. Given that only four years after the problems arose with the Monterey Hotel, only two of the seven
members on Commission that approved it are still members, such strengthened and clarified wording is indeed
comforting to our neighborhood.
Thank you for allowing us to be so actively involved in the drafting of the revision. We deeply appreciate how
forthcoming the City has been in trying to accommodate our concerns. We hope that you will endorse it as proposed
and recommend it to the City Council in toto for adoption.
