Bike SLO County is supported by more than 4,800 individuals throughout the region who believe safer complete roads for biking, walking and driving are essential to communitywide well-being. Replacing personal motor vehicle trips with bicycle trips saves energy by reducing fuel consumption, reduces air pollution and traffic congestion and improves public health. It also helps the City achieve its 20 percent trips-by-bike goal in the Land Use and Circulation Elements and the Climate Action Plan and the 20 percent mode share objective in the Bicycle Transportation Plan. Bike SLO County reiterates our support for denser housing for people who want to live closer to their jobs in the City so that they don't have to commute long distances, and for whom riding a bicycle, walking and/or taking transit are viable options. This project has numerous benefits in regards to improved infrastructure for bicycles and helping the city meet its goals, including:  On and off-site bicycle infrastructure improvements  Connections between Froom - Madonna - LOVR and the Bob Jones Trail  Funding that will move forward the Prado Overpass with added bicycle lanes The request presented in the SEIR is primarily one of phasing of the project and seems reasonable in order to facilitate the project. Due to the complexity of the funding sources and timing of the funds needed to start constructing the Prado overpass, it is imperative the City to take the lead in facilitating the design and construction of the overpass. Building the Prado overpass is crucial – once completed it will both help the City achieve the stated goals of the LUCE, Climate Action Plan and Bicycle Transportation plan mentioned above and benefit people who bike and walk and drive in San Luis Obispo. (The overpass is a crucial piece to helping the City meet the priorities of 20% mode-share goals, Vision Zero and Climate Action plan.) Last year, we supported this project for diversity of housing units, multi-modal trails, and the safety improvements required to be installed on the existing roads near this project and we still support it today. Best regards, BIKE SLO COUNTY bikeslocounty.org 860 Pacific St, Suite 105, San Luis Obispo, CA 93401 | bikeslocounty.org/ Tyler Wertenbruch Interim Executive Director Bike SLO County
