Could you consider as a next step appealing to the State for input? Surely the Housing Affordability Act was put in place for reasons other than housing hundreds of students in a small area of a small town. Surely the Housing Affordability Act was not put in place to develop overpriced housing. In these developments, one can rent one of 4 beds in an apartment for $1,300. The effect of this will be to raise rental prices across town when the cry is for more affordable housing. We know that AS INVESTORS RAISE RENTAL PRICES, SO GOES THE PRICING THROUGHOUT TOWN WHICH AFFECTS EVERYONE. Would State lawmakers be interested in the negative effects here? We could not depend on Staff or Council to protect us EVEN from the location and height of 22 Chorro. What a shame! It was clear in the LUCE that taller buildings could be considered for the NORTH SIDE of Foothill because there are apartment buildings north of there. Staff manuevered to allow that building on the SOUTH SIDE. WRONG PLACE, WRONG HEIGHT -- and most of all WRONG REASON! Will your decision please take into consideration the cumulative effects of three HUGE projects being forced down the throat of our town, our neighborhood and our residents. It is not out of the question to appeal to the State for reasonable intervention. Let your common sense set aside unreasonable/unproveable statements. In particular nefarious statements implying that students in these development will (just) ride the bus or their bikes. Based on observation of students currently residing in our nearby neighborhoods: students will ride the bus or bikes TO CLASSES. Based on observation of the same population, cars are the chosen mode of transportation! How does one (other than those pushing the project) 1 think traveling across town to shopping centers, including Costco and Trader Joes, and numberous other trips to The Graduate, movies in neighborhing towns, days at the beach and various other entertainment will be accomplished when buses are not available and bikes are improbable. Yes, common sense tells us that young people who have been driving cars throughout their high school years are not suddenly going to not use them in San Luis Obispo. Car share? Is this a reliable statement? Is there a system in place? Bus use? I think you know we don't have a reasonable system yet in place. I am asking that you set aside statements that are intended to sway your thinking when no proof is in place nor will there be without a proper traffic study after 22 Chorro is completed and fully rented. Yes, I think there is much to be done (a legitimate traffic study as just a start) and much to be learned. Let common sense be your guide. Thank You, Camille Small San Luis Obispo 2
