Good evening, my name is Cheryl McLean and I reside in the
Anholm neighborhood in San Luis Obispo.
The following statement by staff is false: "The proposed project is
located in the Foothill Boulevard/Santa Rosa Special Planning
Area... which includes property on both sides of Foothill
Boulevard approximately between Broad Street and Santa Rosa
Street..." The word "approximately" does not show up in the
General Plan. The General Plan further states that "at the affected
property owners' request, the boundary of this area on the north
side of Foothill may be extended to include one or more of
the existing commercial properties west of Chorro Street." But
there are no findings included in your staff report justifying this
extension nor is there an explanation describing who within the
City was empowered to make this unilateral decision. Shouldn't
this decision be first made by the City Council in public ?
Moreover, the 0.39 acre parcel #052-041-083 currently owned by
Pacifica Investments LLC is occupied by two single-family
residences. The resident address is W North Chorro Street. There
are 10 residents listed for this property one of whom is age 92 and
another age 83 . It is clearly possible that this new development
would be displacing existing low-income residents. But more
importantly, this parcel, west of Chorro Street, is clearly not an
"existing commercial property" and should not have been
included in the Foothill Boulevard/Santa Rosa Special Planning
Area.
