HomeMy WebLinkAbout06-06-2018 PRC Minutes Minutes - DRAFT PARKS AND RECREATION COMMISSION 06 June 2018 Regular Meeting of the Advisory Body Commission CALL TO ORDER A Regular Meeting of the Parks and Recreation Commission was called to order on the 6 th day of June 2018 at 5:34 p.m. in the Parks and Recreation Administration Conference Room located at 1341 Nipomo Street, San Luis Obispo, California, by Chair Avakian. ROLL CALL Present: Chair Avakian, Vice Chair Thurman, Commissioner Olson. Commissioners, Keri Schwab, Bob Spector, Kari Applegate, Shay Stewart Absent: None Staff: Parks and Recreation Director Shelly Stanwyck Recreation Manager Devin Hyfield Associate Planner, Shawna Scott PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None CONSENT AGENDA AND CONSIDERATION OF MINUTES ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE PARKS AND RECREATION COMMISSION FOR MAY 02, 2018. 1. Consideration of Minutes CARRIED 5:0:2:0 to approve the minutes of the Parks and Recreation Advisory Body for the regular meeting of 05/02/18 as motioned by Olson and second by Thurman. AYES: AVAKIAN, THURMAN, OLSON, SPECTOR, APPLEGATE NOES: NONE ABSTAIN: SCHWAB, STEWART ABSENT: NONE Minutes – Parks and Recreation Commission Meeting of June 6, 2018 Page 2 2. Presentation. Monthly Update Parks and Recreation Element and Master Plan Project Planner Scott provided an update on the Parks and Rec Element and Master plan project highlighting the summer pop up events to promote the September public workshop to be held Thursday September 13 at 5:30 pm at the Ludwick Community Center. Marketing and banners for the project have been developed to promote the two questions asked at the popup events and gathering data and marketing for the September meeting. Public Comment None Commission Comments followed Chair Avakian inquired about the calendar of event list for the summer. Commissioner Spector asked is there has been any surprises from the feedback received so far. How does the outside of the box ideas not get lost? Vice Chair Thurman asked about the street banners at downtown and if they can be effective advertising. Commissioner Applegate asked about the workshop format that will be used for the September 13 meeting. Chair Avakian asked about future workshops that will be held after the September 13 workshop. Commissioner Applegate asked how the cards are being used in the overall mater plan and element process. Chair Avakian asked about the survey process that the consultants will use. Commissioner Spector inquired how the priority list will be developed once the master plan and element is completed. Commissioner Schwab asked how the Jack House will fit into the MP and Element plan. 3. Direction: Off Leash Dog Area on Hold Until Master Plan and Element Update are Complete Staff Hyfield presented an update on the off-leash dog area project at Sinsheimer Park with staff recommending not to pursue the off-leash dog area at this time due to impacts to park maintenance, impacts to park users at Sinsheimer Park and until the completion of the Master Plan and Element update where community needs, including dog parks. Staff also highlighted potential locations in the future that could be a dog park location. Minutes – Parks and Recreation Commission Meeting of June 6, 2018 Page 3 The Following questions were discussed by the Committee: 1. Does the PRC agree with staff that at this time Sinsheimer Park does not present an opportunity for a temporary dog park due to operational issues, complexity of improvements needed, and lack of staff time and resources to manage such a project due to it being “larger” than originally anticipated? 2. With the Parks and Recreation Master plan and Element update currently underway, does the PRC recommend a hold on the development of park enhancements until the completion of the update and the designation system wide of future amenities and locations? 3. What type of outreach should occur with dog groups during the Master Plan and Element Update to identify locations for future park enhancements focused on dog off leash areas? 4. Does the PRC want the Rodriguez Adobe Park considered as a future off-leash dog area and should it be reviewed in the context of the Master Plan and Element update? Public Comment NONE Commission Comments followed Chair Avakian inquired into the size of each proposed off leash dog area location. Vice Chair Thurman commented that the completed element plan should develop a list of potential areas for a permanent dog park. Chair Avakian addressed the potential impacts to Sinsheimer parking lot and the Rodriquez adobe neighborhoods by introducing an off-leash dog area. Vice Chair Thurman commented that promotion of carsharing would benefit any dog area developed. Commissioner Applegate asked about the use of Johnson park as for an alternative site for an off-leash dog area. ACTION: THE PRC SUPPORTS DOG PARKS BUT SUGGEST THE DELAY OF THE DEVELOPMENT OF A TEMPORARY OFF-LEASH DOG AREA UNTIL THE COMPLETION OF THE PARKS AND RECREATION MASTER PLAN AND ELEMENT UPDATE. CARRIED 7:0:0:0 as motioned by SPECTOR and second by SCHWAB. 4. Discussion. “Adopt-A-Park” Program Staff Hyfield presented a conceptual outlook on the Adopt-A-Park program highlighting different ways that the community can support City parks or programs. Three types of Minutes – Parks and Recreation Commission Meeting of June 6, 2018 Page 4 adoptions were discussed including improvement adoption, donation adoption and project adoption. The following questions were address for PRC to discuss: 1. Does the PRC support the concept of an Adopt-A-Park program? 2. Is the PRC comfortable with the three categories proposed? 3. Are there any other donation types that should be included? 4. Are there areas of further research the PRC would like to see? 5. Is the PRC comfortable with a return in Fall 2018 with a “fleshed out” program proposal? Public Comment NONE Commission Comments followed Commissioner Spector asked who the program will be targeted to. Vice Chair Thurman wondered if other Cities have enacted a similar program and would like to make sure City does not become too reliant on the program. Commissioner Spector would like to see the City have the ability to say no to certain donations and concurred to be careful not to become dependent on the donations. The PRC CONCENSUS was in support of concept with three categories. COMMITTEE COMMUNICATIONS 5. Director’s Report Director Stanwyck provided a brief update of current Parks and Recreation programming.  Update on the 2020 Strategic Plan and summit.  Park at 533 Broad Street CIP approved by Council  Public Box Art was approved by Council. Painting set to begin in August.  Replacement of the Islay Park Playground set for design in 20 18-19.  Presentation on Friday June 8 from Cal Poly class  Transition to summer programming including Ranger Camp, Swim Lessons and Rec Swim and Camp Counselor Training.  SLO Triathlon July 22. LIAISON REPORTS 6. Subcommittee Liaison Reports  Adult and Senior Programming: Commissioner Spector updated that the Senior Center social trips are well attended. Sought clarification from City staff about the amount of money that is allocated to the Senior Center annually. Minutes – Parks and Recreation Commission Meeting of June 6, 2018 Page 5  Active Transportation Committee: Commissioner Olson reported on the ATC meeting regarding the proposed Laurel Lane bike project and the impact to the parking along the streets. ATC recommended moving forward with the project.  City Facilities (Damon Garcia, Golf, Pool & Joint Use Facilities): Chair Avakian reported that Damon Garcia is under renovation, Ludwick Community Center hosted elections yesterday. Pilot program for Dodgeball beginning. Futsal season has completed. Summer softball season has 69 teams. Junior Giants has a waitlist for summer, season begins June 11. Need volunteers for SLO Triathlon. Commissioner Applegate will take over as liaison for August meeting.  Jack House Committee. Commissioner Schwab attended the Jack House meeting and reported that the Jack House opened for tours in May, will not be charging for tours and would open Sundays for rentals. The committee will be working on a survey for how the Jack House will be used in the future. Inviting parents and students to attend during open house weekends. Jack House Committee will meet every other month.  Tree Committee: Vice Chair Thurman talked about a presentation on a survey sampling street trees around the City and the conditions of the trees and the request for removal. Results of the survey: less trees than in 2008, eucalyptus and oaks majority. Addressed the maintenance needed on the trees and can be presented to council.  Youth Sports Association: Youth Sports Association did not meet. No report. 7. Commission Communications ADJOURNMENT The meeting adjourned at 7:21 p.m. to the next regular meeting of the Parks and Recreation Commission held on August 1, 2018 at 5:30 p.m., at the Parks and Recreation Office, 1341 Nipomo St, San Luis Obispo, California.
