Please decline staffs recommendation to support revision of our General Plan without provision of an adequate EIR in
compliance with State CEQA Guidelines to provide a legal basis for such an action.
You are again being placed in a “cart before the horse” scenario that will be relied upon by the City Council as a basis for
their determination of the location of a Bikeway, when you are told you may not review or consider the actual location
or design of said project.
The EIR should take into account 22 Chorro, 71 Palomar, 790 Foothill, and Safe Routes to School, based upon actual
current studies. These high density projects of unrelated adults are more in the nature of “communal living” where
bathrooms and kitchens are shared, not families, and daily trips (and parking needs) need to be assessed accordingly. I
additionally note that there is no discussion of the “cut through” via Serrano -Palomar -Ramona that will occur whether
Broad is closed completely or in one direction only at Meinecke, and identification of “open” parking spaces by staff
includes those in parking districts.
Either deny outright due to your lack of evidence to support staffs recommendations, or continue pending receipt of
accurate and actual studies and information supplying full analysis of the environmental, monetary, and neighborhood
Wellness impacts including our two elementary schools and commercial businesses.
