Brown, Jr. Governor, State of California c/o State Capitol, Suite 1173 Sacramento, CA 95814 Subject: Support for Senate Bill 1090 (Monning) - Diablo Canyon Dear Governor Brown, The Coalition of Cities (Arroyo Grande, Atascadero, Morro Bay, Paso Robles, Pismo Beach and San Luis Obispo), in coordination with the County of San Luis Obispo and the San Luis Coastal Unified School District, strongly supports approval of Senate Bill (SB) 1090. By providing express statutory authority and directing the California Public Utilities Commission (CPUC) to approve elements of the Joint Proposal, brought forward as part of the Diablo Canyon Nuclear Power Plant (Diablo Canyon) decommissioning application, SB 1090 will ensure appropriate staffing for the continued safe operation of the plant through its permitted life, until 2025. The Coalition strongly supports SB 1090’s direction to the CPUC to fully fund the community impact mitigation settlement, employee retention program as originally proposed, and to require management of the integrated resource plan to ensure that there is no increase in greenhouse gas emissions as a result of the decommissioning of Diablo Canyon. San Luis Obispo communities have long borne the unique risk of hosting a nuclear power plant and will continue to bear the risks of being a spent fuel storage location for decades to come. The risks the local community manages, and will continue to manage, will continue to benefit all PG&E’s ratepayers statewide. While all ratepayers will continue to benefit from our community’s support of the operations, closure and storage needs of the plant, the closure of Diablo Canyon will have significant adverse economic consequences unique to our region. This legislation, approving one-time compensation, will provide resources over the next seven years to continue the safe and secure operation of the plant, assuring customers that there will be clean, reliable power until closure of the plant and will ease the economic transition of our community from plant host to nuclear storage site. Diablo Canyon is one of the largest head of household employers in the County and its annual local economic impact is an estimated $1 billion. Diablo Canyon directly employs over 1,500 people and supports over 3,358 local jobs, 4,542 statewide, and 10,372 nationwide. The approval of the community impact mitigation settlement and employee retention program are critical to our region’s transition to a post-Diablo Canyon economy as we work to diversify resources and ensure the creation of new jobs, industries and emergency planning. The resources are also integral to the maintenance of local public safety support and the local economic stability that will retain qualified staff in our communities and permit the plant’s safe operation through its closure date. The Coalition of Cities strongly supports the approval of SB 1090 and respectfully requests your support as well.
