Previous legislation in this area has sought to pre-empt local control, only partially addressed the significant public safety concerns raised by medical marijuana, and failed to address important health and safety issues that are inevitably triggered by a regulatory process for any medicine. SB 1262 with its public safety, local control and health -based approach, represents a welcome change. As a municipal government, we are on the front lines on this issue along with our local police department, and have to cope with the effects of the current chaotic regulatory structure for medical marijuana. We applaud your effort to put a responsible regulatory structure in place that protects patient access while protecting local control and addressing public safety issues. We appreciate the incorporation of health and safety standards into the bill, and stand ready to work with officials who will enforce these standards to ensure smooth implementation should SB 1262 become law.
