HomeMy WebLinkAboutSB 673 LTR to DeSaulnier 20130509Ott 0 in 6 city of sAn Luis oBispo OFFICE OF THE CITY COUNCIL 4 So 990 Palm Street ■ San Luis Obispo, CA 93401-3249 ■ 805/781-7119 May 9, 2013 VIA FACSIMILE ONLY 916-445-2527 The Honorable Marc DeSaulnier California State Senate State Capitol Building Sacramento, CA 95814 RE: SB 673 (DeSaulnier) Local Economic Development (as Amended, April 15, 2013) NOTICE OF OPPOSITION Dear Senator DeSaulnier: The City of San Luis Obispo regrets to inform you that it opposes your legislation, SB 673 At a time when California's economy is slowly recovering and many remain out of work, SB 673 would halt the development of any retail or commercial facility project until an exhaustive analysis is prepared if the project benefits substantially from any financial assistance "including but not limited to" a state or federal grant, low -interest loan, land donation or acquisition, remediation or environmental cleanup activity. At a time when legislators are examining the need to reduce unnecessary delays and litigation that may be associated by the comprehensive analysis already required of projects under the California Environmental Quality Act, SB 673 would layer an additional parallel analysis upon any commercial development, and even includes a required assessment of potential mitigation measures to mitigate "any materially adverse economic impact." SB 673 has serious flaws that must be much more rigorously examined. In our challenging economy, we must be very careful before imposing additional impediments that could put our state further behind other states in job creation. For the above reasons, City of San Luis Obispo opposes SB 673.
