NOTICE OF OPPOSITION
Dear Senator Corbett:
The City of San Luis Obispo respectfully opposes your SB 556, which places costly,
unwarranted uniform and vehicle requirements on service providers that contract with public agencies.
The City of San Luis Obispo strongly believes that service contracts maximize resources. We
rely on our contract service provided to not only maximize resources but to also create efficiencies.
Uniform and logo requirements are often included in contracts to ensure the public knows who the
contractor is serving and for identifying regional operations during a major disaster or mutual aid
request from the public agency. SB 556 would drive contractor costs that would be passed onto state
and local agencies, hampering service delivery.
SB 556 is a solution in search of a problem. We are unaware of any problems, either in general
with public confusion due to uniform or vehicles driven, or specifically related to wage and labor
issues, that would necessitate the need for this bill. Requiring "not a government employee" be placed
on official state and local uniforms will cause MORE confusion and concern, rather than relieve it.
Governor Brown vetoed similar legislation last year (AB 2389; Lowenthal) stating there is no
solution being offered by changing uniform and logo requirements and that "it may spawn confusion
and some costs. I think we need to know more before prescribing practices such as those suggested by
this bill."
For these reasons, the City of San Luis Obispo opposes SB 556.
