HomeMy WebLinkAboutCHC-1005-18 (ARCH-1238-2017 -- 1037 Leff Street)RESOLUTION NO. 1005-2018 A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE RECOMMENDING THE COMMUNITY DEVELOPMENT DIRECTOR APPROVE THE PROPOSED THREE-STORY, TWO-BEDROOM ADDITION TO AN EXISTING ONE -BEDROOM SINGLE -STORY RESIDENCE LOCATED BEHIND A CONTRIBUTING LIST HISTORIC RESOURCE WITHIN THE OLD TOWN HISTORIC DISTRICT, R -3-H ZONE, AT 1037 LEFF STREET, ARCH -1238-2017 WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo conducted a public hearing in the Council Hearing Room of City Hall, 990 Palm Street, San Luis Obispo, California, on May 21, 2018, pursuant to a proceeding instituted under ARCH -1238-2017, Vince and Melissa Allan, applicants; and WHEREAS, notices of said public hearing were made at the time and in the manner required by law; and WHEREAS, the Cultural Heritage Committee has duly considered all evidence, including the testimony of the applicant, interested parties, and the evaluation and recommendations by staff, presented at said hearing. BE IT RESOLVED, by the Cultural Heritage Committee of the City of San Luis Obispo as follows: Section 1. Findings. The project is consistent with Historic Preservation Program Guidelines 3.2.1, because the proposed development is architecturally compatible with neighboring development in terms of scale and massing, siting, street yard setbacks, and uses siding materials that complement the Contributing list residence. 2. The project is consistent with the Historic Preservation Guidelines 3.2.2 because the new development does not sharply contrast with, significantly block public views of, or visually detract from the historic architectural character of adjacent historically designated structures, because the proposed residence is located behind a listed property and uses materials that do not sharply contrast with the prevailing historic character of the district. Section 2. The project is categorically exempt from environmental review (Class 3, Section 15303, New Construction or Conversion of Small Structures, CEQA Guidelines), because the proposed project consists of an addition to a single-family residence in a residential zone that will have no significant impact on the environment. Section 3. Action. The Committee hereby recommends approval of application ARCH - 1238 -2017 allowing the proposed three-story, two-bedroom addition, to an existing one -bedroom single -story residence located behind a Contributing list historic resource, within the Old Town Historic District: Resolution No. 1005-2018 1037 Leff Street (ARCH -1238-2017) Page 2 On motion by Committee member Baer, seconded by Committee member Larrabee, and on the following roll call vote: AYES: 3 NOES: 1 REFRAIN: 0 ABSENT: 3 The foregoing resolution was passed and adopted this 21St day of May, 2018. 640�v-�l Bria6 Leveil , Secretary Cultural Heritage Committee
