HomeMy WebLinkAbout02-13-1986 MHRRB MinutescityOtuffs oBispo S�'n 990 Palm Street/Post Office Box 8100 • San Luis Obispo, CA 93403-8100 M I N U T E S MOBILEHOME RENT REVIEW BOARD FEBRUARY 13, 1986 to WELCOME/INTRODUCTIONS Chairperson Thomas Swem called the meeting of the Mobilehome Rent Review Board to order at 1:50 p.m., with the following in attendance: Boardmembers: Barlow, Benson, Wheeler, Wright Staff: Henderson II. APPROVAL OF MINUTES MOTION: (Wheeler, Benson) To approve the minutes as submitted, noting typing errors needing correction. PASSED III. AD HOC COMMITTEE ON RESOURCE CONSERVATION/METERING Steve Henderson gave an overall view of the progress of the committee in its meeting. It was clarified that although the committee had focused on the metering situation at Creekside, its intention was to develop a formula or policy for use if and when other parks were also to meter. Charles Long, Ward Spencer and Paul Beauvais outlined the areas of discussion: Allowance for water usage Average usage figures "Decrease in services" concept Consistent charges (i.e., meter installation, readiness to serve fee) and whose responsibility those would be Rent reduction vs. submetering for usage beyond allowance Differentials between singlewide and doublewide coaches Allowance for common areas The concept of metering was not objected to by the group at large, however, several areas warrant further discussion for agreement: methods for determining average usage, metering and rent reductions, or submetering and billing for over average usage are the main areas. There was suggestion that representatives from other parks ought to be included so that their interests were represented. MHRRB F=EBRUARY 13 PAGE 2 IV. CREEKSIDE TENANTS' APPLICATION Steve Henderson highlighted and commented on each grievance in the packet. He reported on his mediation activities between tenants and the park owner, noting that while there was agreement on a couple of issues, there was a substantial difference of opinion on others, and further mediation was needed before a recommendation could be produced. Steve commented on the fact that the Sotos, the couple who had not received a copy of the ordinance, and signed a lease at Creedside were negotiating for a new lease with a possible rent reduction. Silver City has issued a rent increase that covers the period of the last two calendar years, as there was no increase in the previous calendar years. The City Attorney and the park's attorney are discussing their varying interpretations of whether or not the ordinance allows for this. V. ADJOURN The meeting was adjourned at 3:55.
