Mobilehome Rent Review
Board
March 6, 1986
i WELCOME/INTRODUCTIONS
The meeting was called to order by Chairperson Tom Swem at 1.:42 p.m. with
the following in attendance:
Boardmembers: Benson, Wright, Swem, Wheeler (2:10)
II. APPROVAL OF MINUTES OF FEBRUARY 13, 1986
MOTION: (Benson, Wright) To approve the minutes of Febraury
13 with a correction on page 2, "Creedside" should read "Chumash". PASSED
The Board directed staff to ilnclude "Other. Business" on future agendas.
III. REVIEW OF PACKET
Steve Henderson reviewed the materials that had been given to
the Boardmembers at the onset of the meeting.
IV. PROCEDURAL AND ADMCNISTRATIVE ADJUSTMENTS TO THE ORDINANCE
The Ad -Hoc subcommittee had not met as Ed Evans was out of town. They
will attempt to meet prior to the next Board meeting.
Reserves for Replacement
Board Chairperson Swem initiated discussion on the issue of
reserves for replacement, defining them as funds established for
the purposes of replacing assets and infrastructure of the
mobilehome parks as they deteriorate over time. The primary
issue as identified by the Board in previous discussions was
whether reserves for replacement should be seen as an expense
for the purposes of establishing rental rates, and if so, how
to address the issue that these funds, once established, are
not often transferred in a sale, leaving the tenants to
re-establish this fund through rental income again. Additionally,
the question of an owner requesting a hardship increase in light
of the absence of presence of these funds was to be considered.
Boardmember Wright read a prepared statement indicating that
she felt that this was not an issue for Board review as it was
not directly related to an ordinance provision. It was acknowledged
by the Board that while not directly related to the ordinance, this
issue had, and would likely again, come up in regard to spedific applications.

Boardmembers further discussed this issue, expressing a desire for
more information on it. Steve Henderson proposed a policy statement:
The Rent Review Board recognizes the value of reserves for
replacement in mobilehome parks. The Board may also deem
important in evaluating any application for hardship the
reserves for replacement as an intregal part of the
purchasers responsibility in considering a prudent investment.
MOTION: (Benson, Wheeler) To adopt the policy statement as developed
by Steve Henderson. MOTION PASSED
Members of the public made comments on the concept of reserves
for replacement.
11. OTHER BUSINESS
Steve Henderson requested that the Board adopt a policy designating
the use of either the LA -Long Beach CPI figures or the "national"
figures. He indicated that the regional figures were perhaps most
widely used locally. Boardmember Wright requested that Steve report
on a comparison for the last year between the two figures.
In commenting that the Advisory Bodies' Annual Reports were due on
May 1, the Board Chairperson suggested continuing to report to
the City Council on a quarterly basis on the Board's progress to date.
V1. ADJOURNMENT
The meeting was adjourned at 3:40 p.m. The next meeting of the Mobilehome
Rent Review Board was set for March 27, 1:30 - 4:00.
