Mobilehome Rent Review
Board
March 27th, 1986
I. WELCOMEIINTRODUCTIONS
The meeting was called to order by Chairperson Tom Swem at
1:40 p.m. with the following in attendance:
Boardmembers: Barlow, Benson, Swem, Wheeler, Wright .
-Staff: Henderson, Guyre-Powell, Sloan.
Chairperson Swem announced his resignation from the board, and
turned the meeting over to Boardmember Benson. Boardmember
Benson gave recognition to Mr. Swem for his efforts on the
Board and offered him best wishes for his future endeavors.
II. APPROVAL OF MINUTES OF MARCH 6TH, 1986
MOTION: (Benson, Wright) To approve the minutes of March 6th
with corrections to page 1, "absence of presence" should read
"absence or presence", and page 2, "purchasers" should read
"purchaser's". PASSED.
III REVIEW OF PACKET
Steve Henderson reviewed the materials that had been given
to the Boardmembers at the onset of the meeting.
IV. MR. JUAN SOTO
Mr. Soto, a tenant at Chumash, requested the Board's assistance
in resolving a lease matter with Chumash. Mr. Soto stated that
Chumash had not provided him with a copy of the City's ordinance
which he feels would have prevented him from signing his lease
which he described as being far in excess of the prevailing rent.
Discussion involved the Board's responsibility to assure
compliance by mobilehome parks to the ordinance, and at this
point in time what the Board could do for Mr. Soto. It was
determined that it was up to the City Attorney to judge on a
case by case basis the merit of misdemeanor prosecution of
ordinance violation, not the Board, and currently the Board had
made the services of Mr. Henderson available to Mr. Soto.

V. AD-HOC SUBCOMMITTEE
Discussion involved conservation factor formula for
individual metering. The committee had agreed to parts
1,2,3, of the recommended formula for determining the
history of water usage per individual household in a
mobilehome park. Part 4 of the handout, which dealt with
a conservation factor had not been consensed to at this
time.
MOTION: (Wheeler, Wright) to accept report of
subcommittee. PASSED.
Public testimony was given on this subject,
followed by further discussion by the Board.
The Board determined that no more could be done with
this matter until a specific case should arise.
VI. IC.P.I.
Discussion of which CPI to use, what period of years should be
looked at for the CPI, and what percentage of the CPI should be
applied, were addressed.
The CPI's under consideration were US City Average, and Regional
Averages: LA/Long Beach/Anaheim, San Francisco, or Honolulu.
MOTION: (Barlow, Wright) To recommend to the Council that the
Bureau of Labor Statistics' LA/Long Beach Anaheim Index for all
urban consumers be specified for purposes of the Ordinance.
PASSED.
The Board heard testimony from Dr. Williamson, Professor of
Economics, Cal Poly, with respect to the implications of
restricting rents to a percentage of CPI. Dr. Williamson noted
that the effect of using a percentage of CPI, versus the full CPI
was to transfer wealth from the park owners to the coach
owners. Dr Williams would not say whether the effect of this
transfer of wealth positively or negatively affected the city
rather that it does occur. Rent control at full CPI would still
affect this transfer of wealth, although not as dramatically
as a depreciated CPI.
Discussion by the Board and testimony by members of the public
involving the percentage of CPI to use, and which period to use
when applying the CPI continued, unconcluded., The CPI percentage
issue was tabled until the next meeting.

VII. ADJOURNMENT
The meeting was adjourned at 4:51 p.m. The next meeting of
the Mobilehome Rent Review Board was scheduled, at this time
for April 17th, from 9 a.m, to 12 p.m.
VIII. NOTICE OF APRIL 17TH, MEETING TIME CHANGE
The meeting of April 17th will begin at 4:00 P.M.,
.instead of 9 A. M. The meeting will be a brief
orientation meeting for the new board members.
The next scheduled meeting of the Mobilehome Rent
Review Board will be Monday, April 28th, at 1:30 P.M.
