Mobilehome Rent Review
Board
April 17th, 1986
I. WELCOME/INTRODUCTIONS
The meeting was called to order by acting Chairperson Barlow at
4:15 p.m. Chairperson Barlow explained that the meeting
would be an orientation, and not a regular meeting.
New members of the board were introduced: John Grden, and
Gary Label. Steve Henderson, staff, was also introduced.
Boardmember Denny Wheeler was absent. The illness of Gaye
Benson's husband required her resignation from the Board.
Boardmember Barlow will complete Gaye Benson's term for one year.
MOTION: (Label, Wright) PASSED: To have Pat Barlow serve as
temporary Chairperson.
II. APPROVAL OF MINUTES OF MARCH 27TH 1986
MOTION: (Wright, Label) PASSED: To approve the minutes of March
27th, 1986, with the following corrections; The word
"consensed"is to be replaced with "agreed" and US is to be shown
as U.S.
The Board asked that the action of the Board be placed directly
after the name of the maker of the motion.
III. REVIEW OF PACKET
Steve Henderson reviewed the materials that had been given to the
Boardmembers at the onset of the meeting.
IV. ORIENTATION
The new Board members were oriented to the past history, pending
actions and procedures, and anticipated activities in the future
of the Board. Mr. Henderson provided Boardmembers with a copy of
the existing Ordinance which empowered the Mobilehome Rent Review
Board, along with modifications and updates. Mr. Henderson made
mention of recommendations that the Board had made which would be
coming before the Council soon.

ORIENTATION (CONTINUED)
Chairperson Barlow lead a review of the Ordinance. Label and
Grden expressed reservations about the regional CPI that had been
designated by the Board for use. Boardmember Grden was uncertain
as to whether the LA/LONG BEACH/ANAHEIM CPI INDEX is an accurate
reflection for the City of San Luis Obispo.
The application by Creekside tenants was explained to new
Boardmembers. In January of 1986, tenant's association submitted
application to Mr. Henderson's office describing circumstances
that the tenant's association feel reflect a decrease in services
which the association asserts is equivalent to an increase in
rent.
Mediations between tenant's association and the Creekside
management were held, clarifying the grievances that the Board
will hear. A staff drafted report on the Creekside application
will be made available to the Board next week.
Mr. Henderson mentioned that Kenneth Barr, author of the
extensive article outlining methods for achieving a "fair and
reasonable" return on an investment,(This article was used
extensively by the Board during the Chumash hearing.), is
available for a workshop.
Mr. Henderson went on to say that Barr is not the only expert
in this area and that park owners might want to provide another
expert with a different orientation.
Discussion centered on a regular meeting date and it was
determined that future meetings would be held every third
Thursday, following the May 15th meeting, already scheduled.
Attorney Buttery indicated that he welcomed the opportunity to
discuss other presenters to the Board dealing with the issue of
"fair and reasonable" return.
Board and staff discussed which correspondence received by the
City would find its way to the Board; it was said that only that
correspondence addressed specifically to the Board would be
forwarded.

V. ADJOURNMENT
At 5:25 p.m., the meeting of the Mobilehome Rent Review Board was
adjourned to Sebastian's restaurant, public invited.
The next meeting of the Mobilehome Rent Review Board will be held
on Monday, April 28th, 1986, at 1:30 p.m. This meeting will deal
with the Creekside application.
