WELCOME/INTRODUCTIONS The regular meeting of the Human Relations Commission was called to order by Chairperson Barbara Biossat at 7:00 p.m. with the following in attendance: MEMBERS PRESENT MEMBERS ABSENT STAFF PRESENT Biossat Apfelberg Henderson Gibson Brudney Guyre-Powell Matthews Grant Kemper Rubottom Ranieri Vines Story Willard II. MINUTES OF OCTOBER 1, 1986 The minutes of October 1 were not approved by the Commission, acting under the impression that there was not a quorum present. It was later established that a quorum;was present, however, the minutes were held to the January meeting. III. ACTIVITY COMMITTEE REPORTS Since the evening's presentor had not yet arrived, Steve Henderson reported on the PR Subcommittee's recommendations, referring Commissioners to the prepared report including an outreach timetable and proposed goals and objectives. The Commission was in agreement with both facets of the recommendation. IV. WOMEN'S SHELTER PROGRAM - MARY KUNZ, PROGRAM DIRECTOR Mary Kunz presented a brief outline of the Women's Shelter Program's purpose, and gave a description of the victim's experience, relating it .to post traumatic stress syndrome as experienced by combat veterans. One of the ways in which the Commission could be of assistance is that victims are poor users of the system of services that might be availabel to them, and the Commissioners might help provide access. WOMEN'S SHELTER PROGRAM (con't In the context of how to be helpful in assisting victims of:a violent act, Ms. Kunz offered these suggestions: Be non-judgemental, don't blame the victim, express outrage, understand the victim's humiliation and isolation. Commissioners discussed ways in which they might impact on these issues, including publicizing the need for trained volunteers, and sponsoring an educational program on the victim's experience and available resources. V. ACTIVITY COMMITTEE (con't) Commissioner Rubottom gave the report of the Community/Commissioner Training subcommittee, including a time -frame of activities for the balance of the fiscal year, a recommendation on budgeting funds for training a trainer for mediators, and proposed goals and objectives. Commissioners discussed the recommendations. It was suggested that consideration be given to soliciting RFP's for training workshops in certain targeted areas. VI. LIAISON REPORT -RSVP Commissioner Rubottom gave a favorable report on the operation of the RSVP program. Chairperson Biossat lined up future liaison reports: January:Nancy Grant, Casa Solana; George Brudney, Circle of Love Febroary: Michael Matthews, Family Services Center; Mary Ellen Gibson, Hospice March: Hank Apfelberg, Hotline; Shannon Story, Caring Callers May: Stephen Vines, Salvation Army; Dan Ranieri, Child Development Center VII. CULTURAL AWARENESS UPDATE Commissi:oner Gibson reported that everything was proceeding smoothly for the event, and that the subcommittee would be doing a follow-up report for presentation to the Commission in January. VIII. CHAIRPERSON'S REPORT Chairperson Biossat reported that Susan MacDonald has resigned from the Commission. A new appointment will be made at the November 18 City Council meeting. It was decided that the HRC holiday potluck will be held December 3 at Barbara's house,at 6:30 p.m. IX. STAFF REPORT A proposed GIA schedule was shown. The People's Kitchen will be awarded the $1250 recommended by the HRC on the Council's consent agenda. The Council declined to accept the recommendation of the HRC on Prop 64, according to their policy not to act on things outside local jurisdiction. X. ADJOURN: The meeting was adjourned at 9:25 p.m.
