Tuesday, May 29, 2018
Special Meeting
CALL TO ORDER:
The meeting was called to order at 1:00 by City Clerk, Teresa Purrington.
ROLL CALL:
Present: Board Members Earl Conaway, Alex Karlin, Sarah Pazdan
Absent: None
Staff: Anne Russell, Interim Assistant City Attorney and Teresa Purrington, City
Clerk
OATHS OF OFFICE:
City Clerk, Teresa Purrington administered the oaths of office to all Board Members.
SELECTION OF A CHAIR AND VICE-CHAIR:
Member Karlin made a motion to elected Member Conaway to serve as Chair and Member
Pazdan as Vice Chair. Seconded by Member Conaway. Motion carried 3 – 0.
CONSENT ITEMS
C1. Minutes of June 13, 2017 Administrative Review Board Special Meeting:
ACTION: MOTION BY MEMBER KARLIN, SECONDED BY CHAIR CONAWAY to
approve the minutes of June 13, 2017. Motion carried by voice vote of 3 – 0.
BUSINESS ITEMS
B1. Orientation & Training:
Interim Assistant City Attorney made a presentation regarding the role of the Administrative
Review Board in the administrative citation review process and answered questions.

B2. Administrative Citation Appeal:
Appellant Roger Zanetti provided his reason for the appeal.
Public Comment: None
ACTION: MOTION BY MEMBER KARLIN, SECONDED BY VICE CHAIR PAZDAN
to adopt Resolution No. 02-18 entitled:
“A RESOLUTION OF THE ADMINISTRATIVE REVIEW BOARD OF
THE CITY OF SAN LUIS OBISPO, CALIFORNIA, DENYING THE
APPEAL OF ROGER ZANETTI AND UPHOLDING ADMINISTRATIVE
CITATION NO. 12358” as amended at the meeting.
Motion carried 3 – 0.
B3. Review of Current Bylaws:
The Board discussed the currently adopted Administrative Review Board Bylaws. The Board
recommended that when the bylaws are taken to Council that the meeting date be change to
an as needed basis.
ADJOURNMENT
The meeting was adjourned at 2:15 PM. The next regular meeting of the Administrative
Review Board is scheduled for Tuesday, June 12, 2018 at 3:00 p.m. in the City Hall – Council
Hearing Room at: 990 Palm Street San Luis Obispo, CA 93401
