Approve the Project Plans (Attachment A) and Special Provisions (Attachment B) for the Meadow Park Pedestrian Bridges Replacement project, Specification Number 1000017; 2. Authorize staff to advertise for bids; and 3. Authorize the City Manager to award the construction contract for the Bid Total if the lowest responsible bid is within the Engineer’s Estimate of $190,000. DISCUSSION Background Beginning with the 15-17 Financial Plan, the City Council has reviewed and approved a new Annual Asset Maintenance project called ‘Parks Major Maintenance’. This new program has enabled the City to identify and repair deteriorating structures in citywide parks. The pedestrian bridges in Meadow Park were one of several specific projects identified in this Capital Improvement Project. The two pedestrian bridges at Meadow Park were identified in the 2015-17 Financial Plan as deteriorating and in need of replacement. One of the pedestrian bridges links the parking lot to the community building and playground, and the other bridge connects the pathway from King Street to Corrida Avenue. Both bridges can no longer be properly repaired and are in need of full replacement. During design it was identified that a PG&E electrical line was attached to the underside of the bridge at King Street. Due to the specific nature of the work required to relocate the PG&E line, a separate project was created to bid this scope of work independently of the pedestrian bridge project. This project is currently underway and will be completed in the first quarter of 2019. The Bridge Replacement project will follow the PG&E line relocation work and will install two new prefabricated and slightly longer bridges in the same locations as the existing bridges. The bridges are specified to be weathered steel with a concrete deck that will comply with current accessibility requirements. Packet Pg. 45 Item 4 Previous Council or Advisory Body Action This project was identified in the 2015-17 and 2017-19 Financial Plans that were approved by Council. Policy Context Per the October 2018 Financial Management Manual, Council approval is required for Public Projects that cost over $175,000. Public Engagement Public engagement was done during the initial identification of this project to be included in the 2015-2017 Financial Plan. CONCURRENCE There is concurrence from the Community Development Department through the review of the project for building permit issuance. This project also has concurrence fr om the City Biologist, Natural Resources Manager, and Public Works Parks Maintenance Division through their review and approval of the project plans and special provisions. ENVIRONMENTAL REVIEW The project is exempt from environmental review under Sec tion 15302 Class 2 (Replacement or Reconstruction) of the California Environmental Quality Act (CEQA) Guidelines because the project proposes to replace the existing pedestrian bridges with structures of a similar size and use. The project is consistent with the applicable general plan policies as well as with applicable City Regulation. A Notice of Exemption has been filed through the Community Development Department. This project is funded by the Local Revenue Measure. ALTERNATIVES The Council could choose to deny authorization to advertise. This is not recommended since the bridges are deteriorating and will have to be closed if not replaced.
