HomeMy WebLinkAbout01-28-2019 CHC Minutes DRAFT Minutes – Cultural Heritage Committee Meeting of January 28, 2019 Page 1 Minutes CULTURAL HERITAGE COMMITTEE Monday, January, 28, 2019 Regular Meeting of the Cultural Heritage Committee CALL TO ORDER A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on Monday, January 28, 2019 at 5:32 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Papp. ROLL CALL Present: Committee Members Thom Brajkovich, Damon Haydu, Craig Kincaid, and Chair James Papp Absent: Committee Members Sandy Baer, Glen Matteson, and Vice-Chair Shannon Larrabee Staff: Senior Planner Brian Leveille, and Recording Secretary Summer Aburashed PUBLIC COMMENT Carlyn Christianson Marilyn Darnell --End of Public Comment-- APPROVAL OF MINUTES 1. Consideration of Minutes of the Regular Cultural Heritage Committee Meeting of November 26, 2019: ACTION: UPON MOTION BY COMMITTEE MEMBER BRAJKOVICH, SECONDED BY COMMITTEE MEMBER KINCAID, CARRIED 4-0-3 (Committee Members Baer, Matteson, & Vice-Chair Larrabee Absent), the Cultural Heritage Committee approved the Minutes of the Regular Cultural Heritage Committee Meeting of November 26, 2019, as presented. PRESENTATION & DISCUSSION 2. Mission Plaza Restroom Replacements and Enhancements. Discussion of conceptual layout and design options for the Mission Plaza Restroom, Café, and Murray Adobe improvements. This item was pulled from the agenda and will be heard at a future committee meeting. Minutes – Cultural Heritage Committee Meeting of January 28, 2019 Page 2 PUBLIC HEARING ITEMS 3. 1717 Santa Barbara Avenue. Case #: ARCH-1574-2018, R-3-H Zone; Devin Gallagher, applicant. Architectural review of the proposed demolition and replacement of a detached studio dwelling behind the Duff House, a Master List Historic Resource in the Railroad Historic District. Project Address: 1717 Santa Barbara Avenue. Case #: ARCH- 1574-2018, R-3-H Zone; Devin Gallagher, applicant. Assistant Planner Walter Oetzell provided a PowerPoint presentation and responded to Committee inquiries. Public Comment None --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER BRAJKOVICH, SECONDED BY COMMITTEE MEMBER KINCAID, CARRIED 4-0-3 (Committee Members Baer, Matteson, & Vice-Chair Larrabee Absent), recommend that the Community Development Director find construction of the proposed replacement structure consistent with the Historic Preservation Ordinance and Guidelines; affirm that the rear unit built in 1915 is not considered to be part of the historical significance of the Master List William Duff House property; and encourage the applicant to retain and reuse materials where possible. BUSINESS ITEMS 4. Jack House plaque. Discussion of plaque language approved by the Jack House Committee commemorating the historic significance and National Register Status of the Master List Historic Jack House. Senior Planner Brian Leveille provided a PowerPoint presentation and responded to Committee inquiries. Public Comment Marilyn Darnell --End of Public Comment-- No action was taken. Committee provided the following feedback to staff on any needed modifications of plaque language. Subcommittee created including Marylin Darnell (Jack House Committee Member), Committee Member Kincaid and Chair Papp will draft wording with final approval by committee. COMMENT AND DISCUSSION 5. Staff Updates Senior Planner Leveille provided an update to the following: a. Rodriguez Adobe signage b. Subcommittee Update – 1027 Nipomo (Hotel at the Creamery) c. Agenda Forecast & Staff Updates ADJOURNMENT The meeting was adjourned at 07:29 p.m. The next Regular Cultural Heritage Committee meeting is scheduled for Monday, February 25, 2019 at 5:30 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
