The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality of
life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with
long-range community goals, the development of San Luis Obispo as a regional and tourist center.

PUBLIC COMMENT: Each speaker is limited to three minutes of public comment. At this time, you may
address the Committee on items that are not on the agenda but are of interest to the public and within the subject
matter jurisdiction of the Promotional Coordinating Committee. The Committee may not discuss or take action
on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or ask
staff to follow up on such issues.

PRESENTATIONS
1. SLO CHAMBER MONTHLY PUBLIC RELATIONS ACTIVITIES REPORT 10 mins
Representative from the SLO Chamber of Commerce will present the monthly activity report for the Public
Relations contract with the PCC.
BUSINESS ITEMS
1. 18-19 MID YEAR BUDGET UPDATE & 19-21 FINANCIAL PLAN BUDGET PROCESS 10 mins
Staff will update the committee on the mid-year budget status for 2018-19. Staff will discuss the timeline
and process for the development of the 2019-21 financial plan budget for the PCC program.
2. CONTRACT EVALUATIONS 20 mins
In preparation for the 2019-21 Financial Plan, the PCC will continue to evaluate the current contracts and
discuss opportunities and direction for upcoming contract proposals.
3. COMMUNITY PLACEMAKING: BANNER PROJECT 20 mins
Staff will update the committee on the Community Placemaking banner project for committee input and
discussion. The committee will review the quotes for banner designs, banner arms in Railroad Square and
map of banner arms in the downtown area.
1. MID STATE FAIR SHOWCASE OF CITIES PLANNING 10 mins
The committee will discuss the approach for the window design for the Mid State Fair Showcase of the
Cities display.
2. ELECTION OF CHAIR & VICE-CHAIR 5 mins
The committee will elect a Chair and Vice-Chair for the term of April 2019 to March 2020.

A Special Meeting of the San Luis Obispo Promotional Coordinating Committee was called to
order on Wednesday, February 20, 2019 at 5:30 p.m. in the Council Hearing Room, located at
990 Palm Street, San Luis Obispo, California, by Chair Dixon.

PRESENTATIONS
1. SLO Chamber of Commerce Monthly Report
Jacqui Clark-Charlesworth, SLO Chamber Director of Communications and Business
Education, reported on the past month activities, highlighting the “Money for a Rainy Day”
promotion activity and hosted travel writers, and responded to committee questions.
Tourism Manager Cano provided background on the Rainy Day program.

BUSINESS ITEMS
1. Contract Evaluations
Tourism Manager Cano reviewed the various contract cycles and budgets, the timeline for
contract renewals, and reviewed each contract’s scope-of-work.
By consensus the committee agreed to complete contract evaluations prior to the March
meeting where the compiled committee reviews will be presented for final assessment. To
assist in evaluations staff will supply an analysis of advertising spend results, Visitor
Center contract historical cost analysis, and the historical Visitor Center walk-in trend.

2. Community Placemaking: Banner Project
Tourism Manager Cano reviewed the Banner Project objective, project location focus,
intended outcomes, process scope, city and community project partners, potential budget
sources, and the pilot project timeline for committee input and discussion.
Committee member Wilkins volunteered to research banner designs currently used in other
cities and to be present them at the March meeting. The committee directed staff to
research costs for design and banner production based on 3 to 5 designs per campaign.

PCC LIAISON REPORTS AND COMMUNICATION
1. Grants-in-Aid (GIA) Update
No updates were presented. The committee discussed positive feedback from applicants at
the recent GIA workshop.
2. Tourism Business Improvement District (TBID) Board Report
Committee member Wilkins reported on the TBID Board meeting of February 20, 2019,
highlighting budget discussions and a presentation on the new La Quinta hotel.
3. Tourism Program Update
Tourism Manager Cano presented an update on the recent and upcoming Tourism Program
activities, including:
• Sustainable Hospitality summit in Monterey
• New York travel media show
• Visit California Outlook Forum
• Los Angeles Travel and Adventure Show
• 1,500 room nights on Rainy Day promotion
• SLO Discovery Days review – upcoming event will be March 7, 2019
• TBID strategic partners

2. Rescheduled blogger Vancouverscape’s SLO portion of her trip for March.
3. Worked with the SLO Film Fest to pitch the festival and attract press to attend.
4. Partnered with Visit SLO Cal on the SLO portion of their Spring Fam trip.
5. Worked with Stephanie Busco of @superfoodgoddess for her visit to Veg Fest.

In February, we continued to see great engagement metrics for all SLO Happenings content. Overall, we
saw a 69% increase in total engagement and a 12% increase in total reach to our “Monday: What’s
Happening This Week” posts when compared to January 2019. As a reminder, these posts are boosted
for engagement and specifically targeted to our regional audience. However, our “Ticket Tuesday”
content saw a significant decrease in total entries, total likes, and total reach when compared to
January 2019. We try and be very inclusive of all types of events and naturally some events yield more
interest than others.
SLO Happenings event calendar remained within the top 5 most visited pages on
SanLuisObispoVacations.com with 1,447 pageviews.

Representatives from AMF and Matchfire presented a review of January’s marketing
activities, website and social media metrics, upcoming planned activities, and responded to
Board questions.

2. CHAMBER MONTHLY REPORT
Representatives from the SLO Chamber of Commerce presented the previous month’s Guest
Service and Public Relations contracts and responded to Board questions. Additionally,
future publications to watch out for were presented.

3. NEW PROPERTY PRESENTATION: LA QUINTA
Representatives from the upcoming La Quinta property introduced their team and presented
the property’s features and updates on the current status.

BUSINESS ITEMS
1. MID YEAR BUDGET & FUND BALANCE REVIEW
Tourism Manager Cano presented the 2018-19 Mid-Year Budget and members of the City’s
Finance Department who are assisting with tracking and planning of the budget. Cano
reviewed the available fund balance with the Board and recommended that the Board leave
the current fund balance as is and not transfer the available budget into the programs
operating budget. The Board also reviewed the status of the current fiscal year budget and
identified budget areas of consideration for reallocating based on committee
recommendation.

2. TBID STRATEGIC PLAN UPDATE
Tourism Manager Cano reviewed the first completed immersion session and what
commitments are required of the Full Board and Management Committee moving forward in
the planning process.

By consensus, The Board decided to move forward with extending the Strategic Plan
scheduling timeline to accommodate all members. The next sessions will take place on April
9th and April 10th, 2019.
3. VISIT SLO CAL TMD UPDATE
Committee Members Pearce and Patel reported on the TMD renewal process timeline and
renewal updates as the Board’s TMD Liaisons. Board members discussed the process and by

consensus agreed to have Visit SLO CAL only attend one board meeting after petitions have
been received in order for TBID review and action recommendation to City Council.

TBID LIAISON REPORTS AND COMMUNICATION
1. Hotelier Update
Board Member Harris announced that Cal Poly Mustang Family Weekend has been shifted
to October 25-27, 2019.
Tourism Manager Cano provided updates on the three new properties and their goal opening
dates.
2. Management Committee Update
Tourism Manager Cano reminded the Board that the Management Committee was part of
the Strategic Plan Immersion Session One.
3. Marketing Committee Update
Tourism Manager Cano reminded the Board that the February Marketing Committee was
cancelled.
4. PCC Update
Tourism Manager Cano reviewed the minutes of the December 12, 2019 meeting and an
upcoming pilot program.
5. SLO CAL Update
Tourism Manager Cano reviewed the most recent Marketing Committee meeting’s efforts
and updates on the upcoming IPW Co-op.
6. Tourism Program Update
Tourism Coordinator Burns reported on the sold out Money for a Rainy Day promotion, and

first CH&LA presentation on February 5th and updates on the upcoming March SLO
Discovery Weekend event.
Tourism Manager Cano reviewed updates on recent strategic partnership meetings with SLO
Wine and Cal Poly Athletics. Cano reported on the recent trips to a Media Mission in New
York, Sustainability conference in Monterey, and Visit CA Outlook Forum in Southern
California.
Cano also reminded members about scheduled regular meetings all in City Hall’s Council
hearing Room:
• March 6 – Marketing Committee
• March 7 – Management Committee
• March 13 – Board Meeting
ADJOURNMENT
The meeting was adjourned at 12:05 p.m. The next Tourism Business Improvement District Board
meeting is scheduled for Wednesday, March 13, 2019 at 10:00 a.m., in the Council Hearing Room,
990 Palm Street, San Luis Obispo, California.
