Regular Meeting of the Active Transportation Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Active Transportation Committee was called to order
on Thursday, January 17, 2019 at 6:00 p.m. in the Council Hearing Room, located at 990 Palm
Street, San Luis Obispo, California, by Chair Brooks.
ROLL CALL
Present: Committee Members Jenna Espinosa (departed at 8:01), Timothy Jouet,
Briana Martenies, Paul Orton, Jonathan Roberts, Vice Chair Ken Kienow, and
Chair Leah Brooks
Absent: None
Staff: Transportation Planner/Engineer Jennifer Rice, Sustainability Coordinator
Chris Read, Active Transportation Manager Adam Fukushima, and Recording
Secretary Lareina Gamboa

APPROVAL OF MINUTES
1. Review Minutes of the Active Transportation Committee Meeting of November 15,
2018.
ACTION: UPON MOTION BY COMMITTEE MEMBER JOUET, SECONDED BY
COMMITTEE MEMBER ESPINOSA, CARRIED 7-0-0, to approve the Minutes of the
Active Transportation Committee Meeting of November 15, 2018, as presented.
2. Review Minutes of the Active Transportation Committee Meeting of November 29,
2018.
ACTION: UPON MOTION BY COMMITTEE MEMBER KIENOW, SECONDED BY
COMMITTEE MEMBER JOUET, CARRIED 7-0-1 (Espinosa abstained due to absence), to
approve the Minutes of the Active Transportation Committee Meeting of November 29,
2018, as presented.

1. Annual Traffic Safety Report
Transportation Planner/Engineer Jennifer Rice gave a presentation and responded to
Committee inquiries regarding the Annual Traffic Safety Report.

2. Climate Action Plan
Sustainability Manager Chris Read gave a presentation and responded to Committee
inquiries about the effort to update the Climate Action Plan.

3. Committee Member Updates
Chair Brooks gave a verbal update regarding several projects in the county and their
relationship to grant funding.
4. Staff Updates
Active Transportation Manager Fukushima provided verbal updates regarding the following:
● Active Transportation Plan Update
● Bob Jones Trail - Oceanaire to Calle Joaquin Connector
● Avila Ranch Phase 1 (sidewalk in Buckley Road Extension)
● Zoning Regulations
● Final Map for Tract 2428-3

● Budget Update
● Agenda Forecast
● Buchon Street Neighborhood Traffic Management Program (Due to a declared
conflict of interest due to this item’s proximity to her property, CM Lea Brooks
recused herself and left the meeting. Vice Chair Kienow led the meeting for the
remainder of the meeting.)

The meeting was adjourned at 8:07 p.m. The next Regular Active Transportation Committee
meeting is scheduled for Thursday, March 21, 2019 at 6:00 p.m., in the Council Hearing Room,
