I asked them if they would consider using a hand valve key to work the valves. The water crew replied it's bad for your back and the mechine does the same thing. D-Kal did not want to perform the tie-in with the amount of water still comming out of the hydrant. Concrete is on site for thrust blocks. 12:20 am I took Jake from D-Kal and hand worked the valve at Carmel and shut down main on Pacific. Talking with James D-Kal did not want to start installing more pipe due to the time it would talke to remove the existing and didn't want to be on street after 7 am. contractor installed 40' of 12" pipe. 1:30 am Contractor completed cap on Pacific and water is starting to be restored. 4:00 am Contractor cleaned up site and removed equipment from site.
