HomeMy WebLinkAbout02-04-2019 ARC Minutes Minutes ARCHITECTURAL REVIEW COMMISSION Monday, February 4, 2019 Regular Meeting of the Architectural Review Commission CALL TO ORDER A Regular Meeting of the Architectural Review Commission was called to order on Monday, February 4, 2019 at 5:00 p.m. in the Main Lobby Conference Room 1 of Community Development, located at 919 Palm Street, San Luis Obispo, California, by Chair Root. ROLL CALL Present: Commissioners Richard Beller, Brian Rolph, Angela Soll, Christie Withers, and Vice- Chair Amy Nemcik. Absent: Commissioner Micah Smith and Chair Allen Root Staff: Deputy Director Doug Davidson, Senior Planner Shawna Scott, and Recording Secretary Summer Aburashed. Other staff members presented reports or responded to questions as indicated in the minutes. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None --End of Public Comment-- APPROVAL OF MINUTES 1. Consideration of Minutes of the Regular Architectural Review Commission Meeting of November 19, 2018 and December 3, 2018. ACTION: MOTION BY COMMISSIONER WITHERS, SECOND BY COMMISSIONER ROLPH, CARRIED 4-0-2-1 (COMMISSIONER SOLL ABSTAINING, COMMISSIONER SMITH AND CHAIR ROOT ABSENT) to approve the minutes of the Regular Architectural Review Commission of November 19, 2018, as presented. ACTION: MOTION BY COMMISSIONER BELLER, SECOND BY COMMISSIONER ROLPH, CARRIED 4-0-2-1 (WITH VICE-CHAIR NEMCIK ABSTAINING, COMMISSIONER SMITH AND CHAIR ROOT ABSENT) to approve the minutes of the Regular Architectural Review Commission of December 3, 2018, as presented. Minutes – Architectural Review Commission Meeting of February 4, 2019 Page 2 PUBLIC HEARINGS 2. Architectural review of the single-family residential building program and typical landscape plans proposed for 64 upper lots within the Righetti subdivision, including requested rear yard, lot coverage, fence, and driveway exceptions, and a determination that the project is consistent with the certified Final EIR for the Orcutt Area Specific Plan and adopted Mitigated Negative Declaration for the Righetti Vesting Tentative Tract Map; Project Address: 3987 Orcutt Road. Case #: ARCH-1949-2018, R-1-SP zones (Orcutt Area Specific Plan); Travis Fuentez, applicant Senior Planner Shawna Scott presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. Applicant representative, Architect Scott Martin, provided a PowerPoint presentation and responded to Commissioner inquiries. Public Comments: Penny Schelling Karen --End of Public Comment-- ACTION: MOTION BY COMMISSIONER BELLER SECOND BY COMMISSIONER SOLL, CARRIED 5-0-2 (WITH COMMISSIONER SMITH AND CHAIR ROOT ABSENT) to adopt Resolution No. ARC-1001-2019 entitled: “A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW COMMISSION APPROVING THE RESIDENTIAL BUILDING PROGRAM FOR 64 R-1 ZONED LOTS WITHIN THE ORCUTT AREA SPECIFIC PLAN RIGHETTI SUBDIVISION, INCLUDING SPECIFIED REAR YARD, LOT COVERAGE, FENCE HEIGHT, AND DRIVEWAY EXCEPTIONS, AND A DETERMINATION THAT THE PROJECT IS CONSISTENT WITH THE CERTIFIED FINAL ENVIRONMENTAL IMPACT REPORT FOR THE ORCUTT AREA SPECIFIC PLAN AND ADOPTED MITIGATED NEGATIVE DECLARATION FOR THE RIGHETTI VESTING TENTATIVE TRACT MAP, AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED FEBRUARY 4, 2019 (ARCH-1949-2018; 3987 ORCUTT ROAD)” as amended by the Architectural Review Commission to include conditions of approval addressing the following: 1. Applicant to provide building plans for the Community Development Director’s review that show a reduction in visual mass, particularly at the front entries, that provide more human scale elements and a pleasing transition from the public street to private indoor space and provide a more human scale element (applicable Minutes – Architectural Review Commission Meeting of February 4, 2019 Page 3 to the Contemporary Farmhouse, Monterey Revival, and Spanish Eclectic architectural styles). 2. Adding an additional window or door on the right elevations of homes such as shown on sheets A26, A28, and other possible elevations (Spanish Eclectic, Carmel Cottage), when feasible given underlying topography. 3. Increase rear side yard setback to four feet on Lot 24. 4. Reduce number and size of chimneys with the intention of providing additional solar access and visual compatibility, to be approved by the Community Development Director. 5. Submit a street section showing five to six homes, demonstrating a variation in height and mass. COMMENT AND DISCUSSION 3. Staff Updates a. Discuss adjustment of Architectural Review Commission meeting start time from 5:00 PM (current) to 5:30 PM. Discussion to continue at next Architectural Review Commission meeting. ADJOURNMENT The meeting was adjourned at 6:36 p.m. The Regular Meetings of the Architectural Review Commission scheduled for Monday, February 1 1 , 2019 at 5:00 p.m. and Monday, February 18, 2019 at 5:00 p.m. have been cancelled. The next Regular Meeting of the Architectural Review Commission is scheduled for Monday, March 4, 2019 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California, unless otherwise noticed.
