City Hall – Council Hearing Room The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with long-range community goals, the development of San Luis Obispo as a regional and tourist center. CALL TO ORDER: Chair Zoya Dixon PUBLIC COMMENT: Each speaker is limited to three minutes of public comment. At this time, you may address the Committee on items that are not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Promotional Coordinating Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or ask staff to follow up on such issues. APPOINTMENT - OATH OF OFFICE John Thomas and Ryan Heath, appointed by the City Council on March 19, 2019, will take the oath of office to serve on the Promotional Coordinating Committee. SLO CHAMBER OF COMMERCE QUARTERLY UPDATE 20 mins Representatives from the SLO Chamber of Commerce will present the quarterly report for the contracts with the PCC. 2. SLO HAPPENINGS PROGRAM QUARTERLY PROMOTIONS UPDATE 10 mins A representative from Matchfire will present the quarterly report for the SLO Happenings program. BUSINESS ITEMS 1. COMMUNITY PLACEMAKING: BANNER PROJECT 40 mins The Committee will continue the work on the banner project including: - Review and approval of banner design concepts presented by iii. - Review of the project budget and work plan. - Determine the next steps for direction to staff. 2. SAN LUIS OBISPO CHAMBER PARTNERSHIP PROPOSALS 30 mins Representatives from the San Luis Obispo Chamber of Commerce will present the partnership proposals for public relations, visitor services and GIA promotional support for the committee’s consideration. 3. 2019-21 COMMUNITY PROMOTIONS BUDGET PROCESS 5 mins Staff will present the anticipated 2019-21 program budget for the PCC, pending City Council direction on April 16, 2019. 4. WORKSCOPE PLANNING PROCESS 15 mins The committee will discuss the approach to the facilitated work scope planning process. 5. IFEA WORLD FESTIVAL & EVENT CITY AWARD APPLICTION 15 mins The committee will consider the entry into the IFEA World Festival & Event City Award process. 6. MID STATE FAIR SHOWCASE OF CITIES PROJECT PLAN 10 mins The committee will discuss the project plan and next steps for the window design for the Mid State Fair Showcase of the Cities display. 7. 2019 ROLL OUT THE BARRELS SPONSORSHIP ADJUSTMENT 5 mins The committee will consider adjusting the sponsorship specification for the 2019 Roll Out the Barrels event. SLO Chamber of Commerce Monthly Report Jacqui Clark-Charlesworth, SLO Chamber Director of Communications and Business Education, reported on the past month activities for the Public Relations contract with the PCC. Highlights included Fodor’s Travel, “Veg Fest,” Amtrak magazine coverage, Money for a Rainy Day promotion activity, and SLO Film Festival activity. BUSINESS ITEMS 1. 2018-19 Mid-Year Budget Update and 2019-21 Financial Plan Budget Process Tourism Manager Cano reviewed the committee’s mid-year budget status and discussed the process timeline for developing the 2019-21 financial plan budget for the PCC program. The committee discussed possible event promotion funding for the SLO Half-Marathon as well as committee needs for analysis of their existing programs. ACTION: MOTION BY COMMITTEE MEMBER WILKINS, SECONDED BY COMMITTEE MEMBER LEVI, CARRIED 6-0, TO ALLOCATE $2,000 FOR A FACILITATOR TO GUIDE THE DISCUSSION AND ANALYSIS OF EXISTING PCC PROGRAMS. Contract Evaluations Tourism Manager Cano presented compiled evaluation ranking received from the committee for the PCC contracts. Using the ranking values, the committee discussed missing needs and opportunities for contract modifications. Dusty Colyer-Worth, SLO Chamber of Commerce Visitor Center Manager, responded to committee questions. Public Comment None --End of Public Comment-- By consensus, the committee decided to gather GIA applicant feedback on the service value of GIA Support from the Chamber of Commerce contract. 3. Community Placemaking: Banner Project (Committee Member Wilkins excused himself from the meeting prior to action on this item.) Tourism Manager Cano updated the committee concerning banner arm specification research, reviewed banner arm inventory, size, and mounting height at Railroad Square, and reviewed the mapping of existing banner arms in the downtown. Based on the mapping work, twenty-eight banner arm sets have been ordered for Downtown. The committee reviewed two proposals for light pole banner development and design. Mid-State Fair Showcase of Cities Planning (Committee Member Wilkins returned.) Tourism Manager Cano reviewed the Mid-State Fair Showcase of Cities project and the committee discussed options for seeking a designer for this year’s project. Election of Chair and Vice-Chair Tourism Manager Cano reviewed the bylaws for election of Chair and Vice-Chair for the term of April 2019 to March 2020, noting that Chair Dixon is eligible for a second term. Chair Zoya Dixon expressed that she was willing to continue as Chair for a second term. Tourism Business Improvement District (TBID) Board Report Committee member Wilkins and Tourism Manager Cano reported on the TBID Board meeting of March 13, 2019. 3. Coordinated travel, stay & a hosted reception for SLO Film Fest press. 2. Partnered with the Kinney’s PR team to host destination portion of trip for writer on assignment with We Like LA. 3. Met with Susan Guillory of The Unexplorer for a partially hosted long weekend in SLO. 4. Provided talking points for the SLO city manager for a story on tech in SLO in the SF Chronicle. 5. Hosted travel writer Vancouverscape’s luxury focused trip to SLO in partnership with Visit CA. 6. Worked with Visit SLO Cal to coordinate the SLO portion of their Spring Fam trip. 7. Met with Denver influencer and life coach, Jacki Carr and began working in partnership with Mindbody’s PR Team to bring her out in April. 8. Continued working with Mindbody’s PR team to plan NYC influencer @headstandsandheels trip to SLO in June. 9. Outreached to SF based wellness influencers as part of TBID’s influencer strategy. 10. Overall, we saw a 14% increase in total engagement and a 6% increase in total reach to our “Monday: What’s Happening This Week” posts when compared to February 2019. As a reminder, these posts are boosted for engagement and specifically targeted to our regional audience. We also saw a very positive lift in our “Ticket Tuesday” content. Overall, we saw a 115% increase in total entries and a 40% increase in total reach when compared to “Ticket Tuesday” content when compared to February 2019. SLO Happenings event calendar remained within the top 5 most visited pages on SanLuisObispoVacations.com with 1,599 pageviews. JUDGING Judging of the IFEA World Festival & Event City entries is done by an international panel of respected event professionals, who have been pleased to discover that there are many amazing programs happening around the world that will help us all to raise the bar for our own communities, showing us what is possible – at every level – when vision and leadership combine. The IFEA World Festival & Event City Award © are presented on an individual basis to exemplary cities around the world that we hope others will emulate. The awards are not designed as a competition of one city against another, but rather to recognize those individu- al cities that have ‘raised the bar’ for everyone, taking into account the cultural, economic and geographic challenges that they have met, mastered and often changed along the way. For that reason, we may present multiple awards each year, while some will be encour- aged to strengthen or make adjustments to selected components of their entry criteria for reconsideration in future years. Dear Interested Organization: The City of San Luis Obispo's Community Promotions Program comprised of the Tourism Business Improvement District (TBID) and the Promotional Coordinating Committee (PCC), under direction of the City Council, recognizes that cultural, social and recreational events make significant contributions to the overall quality of life in and visitor attraction to the City of San Luis Obispo. Accordingly, the City maintains a local special event sponsorship program, referred to as the Events Promotion through this application process, to assist in the development and promotion of such activities within our community. The purpose of the Event Promotion sponsorship is to develop a year-round diverse calendar of destination events in the City of San Luis Obispo. The City is seeking new destination events that showcase the attributes of our City to significantly attract tourists to our destination and enhance the experience for the local community, or existing destination events that are developing new features to their program. Events applying should maintain the intention to keep the event located in the City of San Luis Obispo even after the sponsorship support has been termed out. To be considered for local special event sponsorship funding, events must have clearly stated goals, and the event producer must be able to demonstrate that their financial management practices are sound and insure accountability. The City is unlikely to fund new projects which duplicate or conflict with existing programs, services, or events. Project collaboration among organizations is encouraged. Sponsorship funding is subject to budget constraints. Based on the limited amount of funding available, applications will be reviewed in consideration of all application submissions, and the submission of a complete application does not guarantee funding. COMMUNITY PROMOTIONS PROGRAM SPECIAL EVENT SPONSORSHIP APPLICATION ASSESSMENT CRITERIA Applications submitted to the TBID/PCC will be evaluated both in terms of the applicant and the event proposal using the following criteria: APPLICANT CRITERIA 1.Applicant organization must have a clearly stated purpose and function and be responsible for the planning and provision of a cultural, social or recreational program/event. 2.Applicant must demonstrate that it has the managerial and fiscal competence to complete the proposed project. Repeat applicants must have a successful history of using prior sponsorship funds, as evidenced by a completed and accepted Final Report. 4.The organization must give evidence that it has examined and weighed the financial ability of the target population to support its program or event. 5.The organization must extend its program to the general public and may not exclude anyone by reason of race, religion, sex, national origin, sexual orientation, age, physical, mental or economic status. 6.The applicant organization must comply with the final report evaluation process as requested by the Events Subcommittee. Final report must be received within 60 days of the conclusion of the event unless otherwise approved in writing by the Tourism Coordinator. 7.Applicant does not need to maintain non-profit status for sponsorship consideration. 8.Events who have received funding through the PCC’s grants-in-aid (GIA) program for the current event year, will not be eligible for additional event sponsorship funds through this application. SPONSORSHIP CRITERIA & GUIDELINES 1.Priority will be given to organizations requesting “seed money” for new destination events or to enter new promotional markets outside of San Luis Obispo. 2.Priority will be given to events that take place in the City of San Luis Obispo or events of special benefit to the City of San Luis Obispo. 3.Event sponsorship requests must meet both purposes below: •Of tourism promotion advantage to the City of San Luis Obispo and; •Of cultural, social, and/or recreational benefit to the residents of the City of San Luis Obispo. 4.Priority may be given to events that take place in “non-peak” tourism months (October through March) with the goal of bringing people to San Luis Obispo. 5.Priority will be given to requests pertaining to marketing and promotional efforts for the event in order to drive visitors and tourists to the City of San Luis Obispo. 6.Organization must disclose other requests for City support that are being pursued (i.e support from Parks & Rec, Public Works, etc.). 7.Organization must state co-opportunities or other tourism sponsors that are actively pursued. 8.Demonstrated financial need is considered, although events with potentially greater promotional benefit to the City of San Luis Obispo will be given higher consideration. The following tiered structure provides guidelines that will be used to establish the consideration of the event support.  Category One: An existing event in pursuit of expanding current marketing outreach to draw in new attendees from outside San Luis Obispo County and bring tourists to the City of San Luis Obispo. The organization effectively brings tourists from outside San Luis Obispo County to the City of San Luis Obispo. The organization agrees to at minimum: incorporate the City’s tourism logo, tourism website, and lodging phone number on all marketing material and event website; the event must encourage overnight stays with the City’s lodging partners; the organization must include City of San Luis Obispo visitor and tourism information in its mailings and marketing outreach; event will provide tickets for participation/promotion.  Category Two: An existing event offering “new” event components, features, or experiences. Events that are expanding their event offerings in addition to marketing reach beyond San Luis Obispo County. The organization effectively brings tourists from outside San Luis Obispo County to the City of San Luis Obispo. The organization agrees to at minimum: incorporate the City’s tourism logo, tourism website, and lodging phone number on all marketing material and event website; the event must encourage overnight stays with the City’s lodging partners; the organization must include City of San Luis Obispo visitor and tourism information in its mailings and marketing outreach; if appropriate provide City promotional space (booth) at the event; event will provide tickets for participation/promotion.  Category Three: A new destination event applying for seed money to fund the event startup. This is a brand new event that is looking for significant sponsorship to support the initial launch of the event. The event will effectively bring tourists from outside San Luis Obispo County to the City of San Luis Obispo. The organization agrees to at minimum: incorporate the City’s tourism logo, tourism website, and lodging phone number on all marketing material and event website; the organization must include City of San Luis Obispo visitor and tourism information in its mailings and marketing outreach; if appropriate provide City promotional space (booth) at the event; event will provide tickets for participation/promotion. The event will also exclusively promote the City’s lodging partners as the “place to stay”. Sustainable Funding Process The Sustainable Funding process allows an organization to receive up to three years of sponsorship funding. Repeat recipients can anticipate a reduction in sponsorship funding. After the initial year of funding, repeat recipient awards are typically reduced by one third each year for a total of three years of funding or as budgets allow. This rule has been established to assure the Community Promotions Program will have the opportunity to foster new events for the City of San Luis Obispo and encourage event organizers to become self-sustaining by cultivating new community partners and securing ongoing diverse funding options. The TBID and PCC request that in applying for sponsorship funds, the event has the intention to keep the event located in the City of San Luis Obispo once the three-year sustainable funding model has been exhausted. Adherence to this process is at the discretion of the TBID and PCC committees. VISIT SLO CAL: 2019 IPW ACTIVATION CO-OP Tourism Manager Cano presented the co-op opportunity with Visit SLO CAL for the 2019 IPW Conference. The Marketing Committee provided their input and initial split opinions on the board recommendation. The Board discussed the activation options and interest in afternoon or evening co-op space. SLO HALF MARATHON EVENT PROMOTION SPONSORSHIP The Marketing Committee presented the event sponsorship application received from Race SLO for the 2019 Half Marathon Weekend Event to the board with the recommendation of an in-kind digital advertising offer through AMF instead of the requested items. TBID LIAISON REPORTS AND COMMUNICATION 1. Hotelier Update Sands Inn and Suites recently was involved in a lawsuit regarding compliance of ADA room specifics not being listed on their website. The Red Lion will be eliminating the entire Lexington Inn brand. The Lexington Inn – San Luis Obispo will be going independent and changing its name to Buena Vista in the next four to six weeks. A highlight of the meeting was a focus on the community place making project. 5. Tourism Program Update Tourism Coordinator Burns reviewed the recent March 2019 SLO Discovery Weekend and updates on the Money for a Rainy Day promotion.
