Soon the Planning Commission will be asked to approve an expansion to French Hospital which
will include a 4 -story parking structure and a helipad directly behind my home, (1290 Ella
Street), my neighbor's home, and the adjacent condominiums, located at 1260 Ella and 1257
Iris Street. This is a heavily populated residential area and if placed in the proposed location it
will affect our property value and quality of life.
We propose that French Hospital move the structure to the west parking area, at the rear of
the hospital near the train tracks, to minimize traffic and noise to a location where eucalyptus
trees mitigate sound on the south and north sides and to west with the train station and to the
east with French Hospital's Educational Pavilion itself. The traffic flow for this parking structure
needs to be from Johnson straight to the parking facility.
Concerning the helipad, by placing it atop the relocated parking structure it will be in nearly the
very same location it was when it was removed for more parking some years ago. It will then
have the same access to the hospital it once served, with closer access to a newly designed
surgery center, (also to come), on the upper parking area at the rear of the hospital. The
distance from the helipad to the emergency room will be the same as it was.
There is some reciprocity plan concerning parking with French Hospital and the Medical Plaza in
which they intend to share the new parking facility. With the plan we are suggesting the
Medical Plaza will still retain the parking spaces they have had and more with the French
Hospital Patients and Employees parking in the rear of the hospital in large part. In addition,
those same French Hospital Patients and Employees should access that parking structure by
turning directly into the hospital off Johnson Avenue and driving directly to the rear of the
hospital, easing some of the traffic we see on Ella Street now, instead of increasing the
congestion we already experience.
