I was given a parking citation for parking on the north side of Highland Drive in front of a
vacant lot in what the Officer told me was a no parking zone during school (Bishop's
Peak) drop-off. I was not aware that I could not park in front of the vacant lot; it was my
understanding that the no parking zone was to prevent parking in front of homes along
Highland Drive.
I received the citation upon returning to my vehicle after dropping my two young children
(ages 6 and 8) off at school in the rain. Normally, I park on the south side of Highland
Drive when dropping off the kids. However, because of the rain, there were
considerably more cars parked on Highland and I did not see any spaces available on
the south side of the street at the time of drop-off. Obviously, had there been spaces
available on the south side of the street, I would have parked there since I would have
been closer to the school and wouldn't have had to walk my kids across the street in the
rain. My son has special needs and parking any farther from school would not have
been feasible, particularly in the rain.
The Officer who gave me the Citation explained they were enforcing the No Parking
zone because there had been complaints from neighbors. I can appreciate that people
living near the school may get frustrated with the amount of traffic in their neighborhood
during drop-off and pick-up times, but they made a decision to live near a school. It
doesn't seem equitable to cite me for parking in front of a vacant lot, simply because I
was trying to get my two children to school on time in the rain.
