We appreciate your close attention to the project and understand your interest in making sure that the project is carried out in a manner that is consistent with the City’s approvals. The issues raised in your correspondence included: 1) Accent color on ornamental screen at hotel entrance 2) Balcony railing details 3) Primary building color As you know, the building is still under construction and much detail work is still to be completed. Nevertheless, your communication is timely since we had already started the process of reviewing items for completion in advance of being called out for inspection. In response to your letter, staff has had an opportunity to review the approved set of project plans, the colors and materials board, environmental documents, and we had the opportunity to meet with Mark Rawson, project architect, to discuss. The following summarizes our findings on the above topics. 1. The steel structure is in place and the red terra-cotta screen has yet to be applied to it. The ornamental screen was approved with a terra-cotta “glazed baguette screen” and will be installed per the approved plans. 2. The balcony railings have been installed in conformance with the approved plans representing the heritage of the neighborhood by incorporating the Chinese “Eight Diagrams.” The photo in the Save Our Downtown letter, although hard to see, is an example of the Eight Diagrams, in this case the wind diagram represented by twists on the railings. The additional photos below show the detail that was not clearly visible in the photo provided in your correspondence. 2 3.The primary building color was approved as Celadon Green in the design review phase and on the final building permit plans. The hazelnut color painted on the building does not match the color shown on the approved plans. The developer is aware of the discrepancy and will be submitting a request to apply Celadon Green as an accent color in various locations while keeping the hazelnut stucco on the building, similar to the Ah Louis Store building across the street from the project site (pictured below). In addition to the balcony railings and terra-cotta screen, the project has incorporated many exterior and interior Chinese inspired architectural elements, including rehabilitated historic signage, a “Cracked Ice” key pattern screen, lanterns, “Ah Louis” brick screens, teak wood, a “Moon Gate” living green wall, interior room signs, and more (see attachment for complete list and exhibits).
