You may address the Council by completing a speaker slip and giving it to the City Clerk prior to the meeting. At this time, you may address the Council on items that are not on the agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to follow up on such items. CONSENT AGENDA Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon at one time. A member of the public may request the Council to pull an item for discussion. Pulled items shall be heard at the close of the Consent Agenda unless a majority of the Council chooses another time. The public may comment on any and all items on the Consent Agenda within the three-minute time limit. 1. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES (PURRINGTON) Recommendation: Waive reading of all resolutions and ordinances as appropriate. DRAFT MINUTES REVIEW - JUNE 18, 2019 CITY COUNCIL MEETING (PURRINGTON) Recommendation: Approve the minutes of the City Council meeting held on June 18, 2019. 3. 2019-20 COMMUNITY PROMOTIONS PROGRAM – TOURISM BUSINESS IMPROVEMENT DISTRICT (TBID) & PROMOTIONAL COORDINATING COMMITTEE (PCC) (HERMANN / CANO) Recommendation: As recommended by the Tourism Business Improvement District (TBID) Board and the Promotional Coordinating Committee (PCC): 1. Authorize the City Manager to enter into various contracts and program expenditures for the Tourism Business Improvement District (TBID) not to exceed the 2019-20 program budget of $1,606,600. 2. Authorize the City Manager to enter into contracts utilizing the TBID Fund un- appropriated fund balance from the 2018-19 fiscal year, following the completion of the City’s financial statements audit, for tourism marketing expenditures in 2019-20. 3. Authorize the City Manager to enter into contracts utilizing the TBID Fund Reserve of $100,000 for tourism marketing expenditures in 2019-20 in accordance with the TBID reserve policy 4. Authorize the City Manager to enter into various contracts and program expenditures for Community Promotions not to exceed the 2019-20 program budget of $404,621. 4. AWARD SEWER LINING PROJECT 2019, SPECIFICATION NO. 91641 (GRIGSBY / NGUYEN) Recommendation: Award a contract to Sancon Technologies, Inc. in the amount of $182,209 for the Sewer Lining Project 2019. 5. LEGAL SERVICES FOR WATER RESOURCE RECOVERY FACILITY PROJECT (FLOYD / HIX) Recommendation: Authorize the Mayor to execute an amendment to an agreement for legal services for the Water Resource Recovery Facility project with Best, Best and Krieger LLP in an amount not to exceed $110,000.00; and authorize the transfer of $110,000.00 of unreserved working capital from the sewer fund to the project budget. ADOPTION OF THE 2019-21 CAPITAL IMPROVEMENT PROGRAM (CODRON / GRIGSBY / HORN) Recommendation: Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, approving the 2019-21 Capital Improvement Program (CIP).” PUBLIC HEARING AND BUSINESS ITEMS 7. SUCCESSOR MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO POLICE STAFF OFFICERS ASSOCIATION (IRONS / SUTTER – 10 MINUTES) Recommendation: Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, adopting and ratifying the Memorandum of Agreement between the City of San Luis Obispo and the San Luis Obispo Police Staff Officers’ Association for the period of July 1, 2019 to June 30, 2023” and; adopt a Regular and Supplemental Salary Schedules effective July 11, 2019, as required by California Public Employees Retirement System. 8. FIRE DEPARTMENT ANNUAL REPORT AND 2019-2020 STRATEGIC OPERATIONAL PLAN (AGGSON / BLATTLER – 30 MINUTES) Recommendation: Receive and file the 2018-19 Fire Department Annual Report and 2019-20 Strategic Operational Plan. 9. PUBLIC HEARING - ORDINANCE AMENDMENT TO MUNICIPAL CODE RELATING TO TREE REMOVAL (GRIGSBY / HORN – 45 MINUTES) Recommendation: Introduce an Ordinance amending the Municipal Code related to Tree Removals. (Section 12.24.030, 12.24.090, and 12.24.180). Due to the need for the Tree Committee to review this ordinance on June 24, 2019, the final staff report and recommendation to Council will be presented via Agenda Correspondence on Wednesday June 26, 2019. CONSIDER CREATING A COUNCIL COMPENSATION COMMITTEE FOR 2020 (HERMANN / PURRINGTON – 20 MINUTES) Recommendation: Consider creating a Council Compensation Committee for 2020 to: 1. Review the full Council compensation package and make recommendations to the City Council no later than May 1, 2020, and 2. Review compensation for Planning Commission and Architectural Review Commission members in conjunction with its review of Council compensation. 11. PUBLIC HEARING - ORDINANCE INTRODUCTION - CITYWIDE AND LOS OSOS VALLEY ROAD SUBAREA TRAFFIC IMPACT FEE PROGRAM UPDATE/NEXUS STUDY (AB 1600) (GRIGSBY / HUDSON – 10 MINUTES) Recommendation: 1. Introduce an Ordinance entitled, “An Ordinance of the City Council of the City of San Luis Obispo, California, amending the Municipal Code to establish an updated Transportation Development Impact Fee Program for the Los Osos Valley Road subarea and make related and conforming amendments to Chapter 4.56 (Ordinance No. 1256 (1994 Series)) to include the Los Osos Valley Road Fee Program, and adopting CEQA exemption findings.” 2. Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, amending Los Osos Valley Road Subarea Transportation Impact Fee Program.” 3. Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, amending Citywide Transportation Impact Fee Program.” LIAISON REPORTS AND COMMUNICATIONS (Not to exceed 15 minutes) Council Members report on conferences or other City activities. At this time, any Council Member or the City Manager may ask a question for clarification, make an announcement, or report briefly on his or her activities. In addition, subject to Council Policies and Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
