SUBJECT: ADOPTION OF THE 2019-21 CAPITAL IMPROVEMENT PROGRAM
(CIP)
RECOMMENDATION
1. Accept the Planning Commission’s findings regarding the 2019-21 CIP.
2. Approve the projects identified in the FY 2019-21 CIP and adopt the Capital Improvement
Program for 2019-21 (Attachment A).
DISCUSSION
At the April 16, 2019 Strategic Budget Direction meeting, the City Council reviewed the FY 19-
21 proposed Capital Improvement Program for all funds including the General Fund and the
City’s four Enterprise Funds. At that time Council received information on the proposed CIP,
and how they integrated with the City’s Major Council Goals. On June 4, 2019, Council
reviewed and approved the 19-21 Financial Plan.
State law requires the City to prepare a coordinated program of ‘proposed public works for the
ensuing fiscal year’ and to submit the plan to its planning agency ‘for review and report…as to
conformity with the adopted general plan.’ The City’s CIP contained within the Financial Plan
complies with the intent of this action, with the Planning Commission fulfilling the role of
‘planning agency’ in its review of the CIP for each Financial Plan (Attachment B).
This hearing is typically held in May, but this step was inadvertently missed. Staff has developed
mechanisms to ensure this step occurs far in advance of Council review and adoption of the
Financial Plan.
On June 26, 2019, the Planning Commission will review the 19-21 Financial Plan Two-Year
CIP, to determine that the projects proposed within the Financial Plan are consistent with the
City’s General Plan. Specifically, the Planning Commission will review a matrix wherein each of
the City’s projects are identified as consistent with specific elements of the General Plan thereby
allowing the Planning Commission to make this finding. Highlights of this meeting and the
Planning Commission’s action will then be forwarded to Council as correspondence prior to the
hearing on this item. That information will confirm if in fact the Planning Commission
concluded the 19-21 proposed CIP conforms with the existing adopted General Plan.

Policy Context
The requirement for a City’s CIP to be reviewed by the Planning Commission prior to adoption
by the City Council is contained within the City’s budget policies and clarified in Municipal
Code Section 2.12.040. This policy implements a State law that ensures coordination between
often disparate agencies (e.g. water companies, community facilities districts, etc.). In the City’s
case, each Department’s Capital program is coordinated to fulfil Council priorities, community
interests, maintenance needs, and General Plan goals.
Public Engagement
The City’s budget process and Capital Project Development includes extensive public
engagement, including, on-line surveys, the January Community Forum, a February public
meeting for establishing Major Council Goals, an April Public meeting for Strategic Budget
Direction, and June 4 and June 18, 2019, Council meetings. In addition, the Revenue
Enhancement Oversight Committee (REOC) reviewed the Capital projects funded by the Local
Revenue Measure on April 4, 2019. The Planning Commission General Plan Conformity
meeting was held on June 26, 2019.
CONCURRENCE
All City departments that sponsor projects within the Capital Improvement Program concur with
the Planning Commission’s findings and the recommendations included in this report.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report by general rule because the action does not constitute a “Project” under CEQA Guidelines
Sec. 15378.
FISCAL IMPACT
There is no fiscal impact with this action. All of the projects within the Capital Improvement
Plan are funded in the manner identified and originally approved by the City Council on June18,
2019. The appropriations for the Capital Budget was approved by Council on June 18th. This
action approves the Capital Program.

ALTERNATIVES
1. Continue to a date certain: If more information is needed to approve the recommendation
then the Council may continue discussion to a date certain to provide staff with the time to
develop the information and return to Council. This action is not recommended because the
Council had previously adopted the CIP and the Planning Commission is expected to make
the necessary findings for final adoption of the CIP on June 26.
2. Do not adopt the CIP: This action is not recommended because adoption of the CIP is
necessary to implement the Council’s goals and objectives contained in the 2019-21
Financial Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO,
CALIFORNIA, APPROVING THE 2019-21 CAPITAL IMPROVEMENT PROGRAM
(CIP)
WHEREAS, in accordance with San Luis Obispo Charter Section 802, the City Manager
has submitted the 2019-21 Financial Plan to the Council for its review and consideration consistent
with budget policies and objectives established by the Council; and
WHEREAS, the 2019-21 Financial Plan is based upon extensive public comment and
direction of the Council after scheduled budget workshops and public hearings; and
WHEREAS, the 2019-21 Financial Plan reviewed and approved by the City Council on
June 4, 2019, included a Capital Improvement Program; and
WHEREAS, the City has a budget policy that requires the Planning Commission to review
the Capital Improvement Program for consistency with the General Plan prior to its adoption; and
WHEREAS, the Planning Commission reviewed the CIP on June 26, 2019, and
determined that it is consistent with the General Plan, per State law and the City’s budget policies;
and
WHEREAS, on July 2, 2019, the City Council readopted the CIP with the benefit of the
Planning Commission review and recommendations.

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The 2019-21 CIP is hereby approved as published in the 2019-21
Preliminary Financial Plan, and the capital improvement plan budget for the fiscal year beginning
July 1, 2019 and ending June 30, 2020 is hereby adopted.
