CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on Tuesday, June 4,
2019 at time 5:30 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo,
California, by Mayor Harmon.

CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on Tuesday, month
day, 2019 at 6:00 p.m. in the Council Chamber, located at 990 Palm Street, San Luis Obispo,
California, by Mayor Harmon.

PLEDGE OF ALLEGIANCE
Bautista Guerrero led the Pledge of Allegiance.
Mayor Harmon asked for a moment of silence for those who lost their lives at the City of Virginia
Beach.
CITY ATTORNEY REPORT ON CLOSED SESSION
City Attorney Dietrick stated that there was direction given but no further reportable action was
provided during the Closed Session.
PRESENTATIONS
1. MAYOR'S AWARD FOR COMMUNITY SERVICE
Mayor Harmon presented the Mayor’s award for community service to San Luis Obispo High
School Students.
2. IMAGINE SLO
Mayor Harmon invited Economic Development Manager, Charlene Rosales, Clint Pierce and
Jim Daytona to provide a presentation on “Imagine SLO.”
3. HOURGLASS PROJECT
Mayor Harmon will invite Economic Development Manager, Charlene Rosales, and Melissa
James to provide a presentation on the “Hourglass Project.”

MEMBER GOMEZ, CARRIED 5-0 to approve Consent Calendar Items 4 thru 6 and 8 thru 13.
Item #7 pulled from consent by Council Member Christianson to allow staff time to address a
question from a member of the public.
4. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
CARRIED 5-0, to waive reading of all resolutions and ordinances as appropriate.
5. REVIEW MINUTES FROM THE MAY 16, 2019 AND MAY 21, 2019 CITY COUNCIL
MEETINGS
CARRIED 5-0, to approve the minutes from the City Council meetings held on May 16, 2019
Special Meeting) and May 21, 2019.
6. SOLID WASTE PROPERTY LIENS
CARRIED 5-0, to adopt a Resolution entitled, “A Resolution of the City Council of the City
of San Luis Obispo, California, authorizing the San Luis Obispo County Assessor to assess
amounts due on delinquent solid waste collection and disposal accounts as liens against the
properties pursuant to California Government Code Section 25828, Et Seq.”
8. FISCAL YEAR 2019-20 CENTRAL SERVICE COST ALLOCATION PLANS AND
COST OF SERVICES FEE CALCULATION
CARRIED 5-0, to approve the 2019-20 Central Service Cost Allocation Plans, Cost of
Services Allocation, and Labor Rates.
9. AWARD THE STAFFORD/KENTUCKY SEWER LINE REPLACEMENT
PROJECT, SPECIFICATION NO. 91265
CARRIED 5-0, to award a contract to R. Burke Corporation in the amount of $908,202 for the
Stafford/Kentucky Sewer Line Replacement Project, and approve the following budget
transfers:
1. $208,469 from the Sewer Fund Undesignated Capital account to the project account.
2. $414,543 from the Sewer Lining Project 2019 account to the project account.

10. AUTHORIZE THE COLLECTION OF FIRE AND LIFE SAFETY FEES BY THE
COUNTY
CARRIED 5-0, Adopt a Resolution entitled, “A Resolution of the City Council of the City of
San Luis Obispo, California, authorizing the San Luis Obispo County Auditor to collect fees
for 2019-20 Fire and Life Safety Inspections of multi-dwelling properties containing three or
more dwelling units on the Secured Property Tax Roll pursuant to California Government
Code Section 54988, Et Seq.”
11. RESCHEDULE CITY COUNCIL MEETING IN OCTOBER
CARRIED 5-0, to reschedule the Regular City Council Meeting of October 15, 2019 to
October 22, 2019.
12. REQUEST OF AFFORDABLE HOUSING FUNDS FROM TRANSITIONS-MENTAL
HEALTH ASSOCIATION
CARRIED 5-0, to adopt a Resolution entitled, “A Resolution of the City Council of the City
of San Luis Obispo, California, approving an affordable housing fund award to Transitions-
Mental Health Association for acquisition of an existing 6-unit property to be rehabilitated as
affordable housing in the amount of $330,000.”
13. AWARD AUDITING SERVICES CONTRACT
CARRIED 5-0, to award a contract for Auditing Services to Badawi & Associates in the
amount of $308,415 for a period of five years, with an option to renew for an additional three
years.
PUBLIC HEARING ITEMS AND BUSINESS ITEMS
14. PUBLIC HEARING - ADOPTION OF 2019-21 FINANCIAL PLAN AND 2019-20
BUDGET
Finance Director Brigitte Elke and Public Works Director Daryl Grigsby provided an in-depth
staff report and responded to Council questions regarding the Financial Plan and Capital
Improvement Plan.
RECESS
Council recessed at 8:03 p.m. and reconvened at 8:15 p.m., with all Council Members present.
Utilities Director Aaron Floyd, Utilities Deputy Director Dave Hix and Utilities Business
Manager Jennifer Thompson provided an in-depth staff report and responded to Council
questions regarding the Water and Sewer Funds.
Public Works Deputy Director Tim Bochum and Parking Services Supervisor Alex Fuchs
provided an in-depth staff report and responded to Council questions regarding the Parking
Fund.
Interim Deputy Director Jake Hudson and Transit Manager Gamaliel Anguiano provided an
in-depth staff report and responded to Council questions regarding the Transit Fund.

ACTION: MOTION BY COUNCIL MEMBER CHRISTIANSON, SECOND BY VICE
MAYOR PEASE, CARRIED 5-0 to:
1. Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis
Obispo, California approving the 2019-21 Financial Plan and 2019-20 Budget,” and defer
adoption of the Water and Sewer Funds budget until June 18, 2019, with the following
changes or additions to the Work Program section:
Packet Page 40 – Item 12 change to: Partner with regional childcare providers, and
the school district to increase affordable childcare in the City of San Luis Obispo
and to serve as a model for other cities in our region.
Sustainable Transportation Goal include the co-benefits of wellness, health and
economics benefits of the sustainable transportation program.
Updates from City’s Green Team quarterly as a consent item.
2. Defer budget adoption of the Water and Sewer Funds to June 18, 2019.
3. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, deferring, monthly and quarterly permit fees required for parking in
ten-hour meter zones.”
4. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, establishing and increasing parking citation fines.”
5. Authorize the City Manager, or the City Manager’s designee, to execute a one-year
agreement extension with Cal Poly for continuation of the Subsidy Agreement for Free Fare
ridership on SLO Transit.
7. AUTHORIZING THE COLLECTION OF DELINQUENT CODE ENFORCEMENT
FINES
Community Development Director Michael Codron provided a brief presentation and
answered questions from City Council.
ACTION: MOTION BY COUNCIL MEMBER CHRISTIANSON, SECOND BY
COUNCIL MEMBER STEWART, CARRIED 5-0, to adopt a Resolution entitled, “A
Resolution of the City Council of the City of San Luis Obispo, California, authorizing the San
Luis Obispo County Auditor to assess amounts due on delinquent administrative fines as
special assessments against the properties pursuant to California Government Code Section
53069.4(A).” with the following changes:
Include the revised Exhibit A to the Resolution provided in the staff Agenda
Correspondence and
Authorize City Manager and staff to negotiate a settlement regarding the fines regarding
the property at 1131 Broad Street however if an agreement cannot be reached the liens
will be included as a special assessment against the property.

15. UPDATE TO WASTEWATER DEVELOPMENT IMPACT FEES

Development Impact Fees."
16. REIMBURSEMENT AGREEMENT WITH AVILA RANCH, LLC, FOR
CONSTRUCTION OF THE BUCKLEY SEWER LIFT STATION

ACTION: MOTION BY COUNCIL MEMBER CHRISTIANSON, SECOND BY
COUNCIL MEMBER GOMEZ, CARRIED 5-0 to Adopt a Resolution entitled, "A
Resolution of the City Council of the City of San Luis Obispo, California, approving a
Wastewater Reimbursement agreement for construction of the Buckley Sewer Lift Station,"
and authorize the Mayor to execute the Agreement and authorize the Utilities Director to
implement the Agreement.
COUNCIL COMMUNICATIONS AND LIAISON REPORTS
Vice Mayor Pease attended the Housing Forum hosted the Latino Outreach Council.
ADJOURNMENT
