AB 1717 had set up a collection mechanism, similar to sales tax, where the California Department of Tax and Fee Administration (CDTFA) collects a voter-approved locally imposed Utility User Tax (UUT) from retail sales of prepaid wireless telecommunication products and services and distributes those revenues to the City or County where the purchases took place. AB 1717 assured the intent of local voters in passing their UUT by providing an efficient collection mechanism to reflect the new prepaid wireless marketplace and treat postpaid and prepaid wireless users the same. The City of San Luis Obispo is among the 104 local agencies that participate in the collection of UUT made possible by AB 1717. Thank you for your leadership on this important matter.
