CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on Tuesday, July 2,
2019 at 5:30 p.m. in the Council Chamber, located at 990 Palm Street, San Luis Obispo, California,
by Mayor Harmon.

A Regular Meeting of the San Luis Obispo City Council was called to order on Tuesday, July 2,
2019 at 6:00 p.m. in the Council Chamber, located at 990 Palm Street, San Luis Obispo, California,
by Mayor Harmon.

City Attorney Dietrick stated that Council provided direction on terms and price and there was
no other reportable action for Closed Session Items A and B.

1. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
CARRIED 5-0, to waive reading of all resolutions and ordinances as appropriate.
2. DRAFT MINUTES REVIEW - JUNE 18, 2019 CITY COUNCIL MEETING
CARRIED 5-0, to Approve the minutes of the City Council meeting held on June 18, 2019.
Council Member Stewart recused herself due to her employment with Cal Poly her office is
under Student Affairs. The recusal is pursuant to Government Code Section 1090
contracting provisions and defined as a remote interest.
3. 2019-20 COMMUNITY PROMOTIONS PROGRAM — TOURISM BUSINESS
IMPROVEMENT DISTRICT (TRID) do PROMOTIONAL COORDINATING
COMMITTEE (PCC)
CARRIED 4-0-1 (Council Member Stewart Recused), to:
1. Authorize the City Manager to enter into various contracts and program expenditures for
the Tourism Business Improvement District (TBID) not to exceed the 2019-20 program
budget of $1,606,600.
2. Authorize the City Manager to enter into contracts utilizing the TBID Fund un-
appropriated fund balance from the 2018-19 fiscal year, following the completion of the
City's financial statements audit, for tourism marketing expenditures in 2019-20.
3. Authorize the City Manager to enter into contracts utilizing the TBID Fund Reserve of
$100,000 for tourism marketing expenditures in 2019-20 in accordance with the TBID
reserve policy
4. Authorize the City Manager to enter into various contracts and program expenditures for
Community Promotions not to exceed the 2019-20 program budget of $404,621.
4. AWARD SEWER LINING PROJECT2019, SPECIFICATION NO. 91641
CARRIED 5-0, to award a contract to Sancon Technologies, Inc. in the amount of $182,209
for the Sewer Lining Project 2019.
5. LEGAL SERVICES FOR WATER RESOURCE RECOVERY FACILITY PROJECT
CARRIED 5-0, to Authorize the Mayor to execute an amendment to an agreement for legal
services for the Water Resource Recovery Facility project with Best, Best and Krieger LLP
in an amount not to exceed $110,000.00; and authorize the transfer of $110,000.00 of
unreserved working capital from the sewer fund to the project budget.
6. ADOPTION OF THE 2019-21 CAPITAL IMPROVEMENT PROGRAM
CARRIED 5-0, to Adopt a Resolution entitled, "A Resolution of the City Council of the City
of San Luis Obispo, California, approving the 2019-21 Capital Improvement Program (CIP)."

7. SUCCESSOR MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN
LUIS OBISPO AND THE SAN LUIS OBISPO POLICE STAFF OFFICERS

ACTION: MOTION BY VICE MAYOR PEASE, SECOND BY COUNCIL
MEMBER GOMEZ, CARRIED 5-0 to adopt a Resolution entitled, "A Resolution of the City
Council of the City of San Luis Obispo, California, adopting and ratifying the Memorandum
of Agreement between the City of San Luis Obispo and the San Luis Obispo Police Staff
Officers' Association for the period of July 1, 2019 to June 30, 2023" and; adopt a Regular
and Supplemental Salary Schedules effective July 11, 2019, as required by California Public
Employees Retirement System.
8. FIRE DEPARTMENT ANNUAL REPORT AND 2019-2020 STRATEGIC
OPERATIONAL PLAN
Keith Aggson Fire Chief and James Blattler, Administrative Analyst provided an in-depth
staff report and responded to Council questions.

Report and 2019-20 Strategic Operational Plan.
9. PUBLIC HEARING - ORDINANCE AMENDMENT TO MUNICIPAL CODE
RELATING TO TREE REMOVAL
Daryl Grigsby, Public Works Director and Matt Horn, Public Works Deputy Director
provided an in-depth staff report and responded to Council questions.

ACTION: MOTION BY COUNCIL MEMBER CHRISTIANSON, SECOND BY COUNCIL
MEMBER STEWART, CARRIED 5-0 to introduce an Ordinance amending the Municipal Code
related to Tree Removals (Section 12.24.030, 12.24.090, and 12.24.180) with the following added
condition into Section 12.24.090(D)(3):
As a condition of authorizing tree removal(s), the approving authority may require the
development and implementation of a site-specific tree protection plan that shall be submitted to
the City Arborist for review and approval prior to issuance of the tree removal permit.

Council recessed at 8:30 p.m. and reconvened at 8:40 p.m., with all Council Members present.
10. CONSIDER CREATING A COUNCIL COMPENSATION COMMITTEE FOR 2020
Greg Hermann, Deputy City Manager and Teresa Purrington, City Clerk provided an in-depth
staff report and responded to Council questions.

MEMBER GOMEZ, CARRIED 5-0 to create a Council Compensation Committee with direction
to amend the Council Policies and Procedures to allow for the 7 -member committee and to come
back to Council on August 20, 2019 to appoint the Committee.
11. PUBLIC HEARING -ORDINANCE INTRODUCTION - CITYWIDE AND LOS OSOS
VALLEY ROAD SUBAREA TRAFFIC IMPACT FEE PROGRAM UPDATE/NEXUS
STUDY (AB 1600)

MEMBER STEWART, CARRIED 5-0 to:
Introduce an Ordinance entitled, "An Ordinance of the City Council of the City of San
Luis Obispo, California, amending the Municipal Code to establish an updated
Transportation Development Impact Fee Program for the Los Osos Valley Road subarea
and make related and conforming amendments to Chapter 4.56 (Ordinance No. 1256
(1994 Series)) to include the Los Osos Valley Road Fee Program, and adopting CEQA
exemption findings."
