Regular Meeting of the Cultural Heritage Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on
Monday, June 24, 2019 at 5:31 p.m. in the Council Hearing Room, located at 990 Palm Street, San
Luis Obispo, California, by Chair Papp.
ROLL CALL
Present: Committee Members Thom Brajkovich, Eva Fina, Glen Matteson, James Papp, Vice-
Chair Shannon Larrabee, and Chair Damon Haydu
Absent: None
Staff: Senior Planner Brian Leveille
ELECTION OF VICE-CHAIR
Vice-Chair Larrabee made a motion to nominate Committee Member Brajkovich as Vice-Chair,
seconded by Committee Member Fina, consensus vote was unanimous.
APPROVAL OF MINUTES
1.Consideration of Minutes of the Regular Cultural Heritage Committee Meeting of April
22, 2019:
ACTION: UPON MOTION BY COMMITTEE MEMBER PAPP, SECONDED BY
COMMITTEE MEMBER BRAJKOVICH, CARRIED 6-0-0, the Cultural Heritage Committee
approved the Minutes of the Regular Cultural Heritage Committee Meeting of April 22, 2019, with
the following modification to Comment and Discussion:
By consensus, members of the committee asked the Chair to direct a letter to the City Council
liaisons suggesting changing the denomination of the committee from Cultural Heritage
Committee to Historic Preservation Commission.

PUBLIC HEARING ITEMS
2.1355 Palm Street. Review of a new two-bedroom dwelling unit above a garage to be
constructed behind an existing residence on a Contributing List Historic Property within the
Mill Street Historic District. Project Address: 1355 Palm Street. Case #: ARCH-0214-2019,
R-3-H Zone; Dorothy Martin, applicant.
Senior Planner Brian Leveille provided a PowerPoint presentation and responded to
Committee inquiries.
Applicant representative, Tom Martin discussed the project and responded to Committee
inquiries.

ACTION: UPON MOTION BY COMMITTEE MEMBER PAPP, SECONDED BY
COMMITTEE MEMBER BRAJKOVICH, CARRIED 6-0-0, with the following recommendation
to the Community Development Director:
The Committee recommends approval of the project, given the peculiar circumstances of the
descending grade which reduces the impact as viewed from Palm Street. The Committee also
recommends the replacement of the gabled roof to a hipped roof in order to reduce the impact of
the structure on Monterey and Pepper Streets.
3.Plaque and Interpretive Panel Guidelines Discussion

COMMITTEE MEMBER MATTESON, CARRIED 5-1-0 (Member Fina voting no) to approve
guidelines for plaques and interpretive panels on City owned property.

COMMENT AND DISCUSSION
Senior Planner Brian Leveille provided an agenda forecast.
Vice-Chair Brajkovich, Committees Members Papp and Fina, and Senior Planner Brian Leveille
briefly discussed highlights and some takeaways from the California Preservation Foundation
Conference in Palm Springs.
ADJOURNMENT
The meeting was adjourned at 7:41 p.m. The next Regular Cultural Heritage Committee meeting
is scheduled for Monday, July 22, 2019 at 5:30 p.m., in the Council Hearing Room, 990 Palm
Street, San Luis Obispo, California.
