SUBJECT: APPOINTMENT TO THE TOURISM BUSINESS IMPROVEMENT DISTRICT
RECOMMENDATION
As recommended by the Council Subcommittee, confirm the appointment of John C. Conner to
the Tourism Business Improvement District to complete an unexpired term through March 31,
2020
DISCUSSION
Tourism Business Improvement District (Subcommittee Members Gomez and Stewart)
Due to the resignation of Matthew Wilkins, effective July 2, 2019, there was an unscheduled
vacancy on the Tourism Business Improvement District. Mr. Wilkins’ term would have expired
on March 31, 2020.
The Council Liaison Subcommittee recommends the appointment of John C. Conner to the
Tourism Business Improvement District, effective September 4, 2019, to a term expiring March
31, 2020.
Policy Context
The Advisory Body Handbook, last adopted by the City Council in February 2018, outlines the
recruitment procedures, membership requirement and terms. Also contained in the Advisory
Body Handbook are the bylaws for all advisory bodies. Recruitment was performed in
conformance with recruitment procedures and bylaws.
Public Engagement
A notice of unscheduled vacancy was posted on the kiosk outside of City Hall, on the City’s
website and social media notifying the public of the vacancy and soliciting applications to fill the
position.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15378.
