Subject: Determination of Application Completeness: ARCH-0079-2019 (1404 Auto Park
Way): Design review of a remodel and addition to an existing commercial structure.
Dear Clinton Iwanicha:
Thank you for the July 24, 2019 resubmittal for the Rancho Grande Subaru Remodel project. We
have reviewed your application and found it to be complete. Preliminary review of your project
indicates that it may be exempt from CEQA. We will immediately begin review of your project to
determine whether it is subject to environmental review under the California Environmental Quality
Act (CEQA). We will also begin an evaluation of the proposed project’s consistency with applicable
State and City regulations and conduct a more detailed analysis of its environmental impacts as
necessary.
Please review the description carefully. If you believe the project description is incorrect or does not
include components that you intend to include as part of the project, please contact us immediately.
We reserve the right to request additional information to clarify any changes or additions that are
made to the project description in response to this letter, as our completeness determination is based
upon the material provided with your application.
Based on our preliminary review of your application, we offer the following advisory statements
which may directly affect the staff recommendation, comments that are not adequately addressed may
become conditions or terms for continuance:
1. Buildings should be consistent on all sides in terms of architectural style and exterior finish
materials, and articulation.
2. Designs should demonstrate a consistent use of colors, materials, and detailing throughout
all elevations of the buildings. Elevations which do not directly face a street should not be
ignored or receive only minimal architectural treatment. Each building should look like the
same building from all sides.
3. The exterior colors of a building are as important as the materials in determining how people
think about the building and its surrounds. Colors should be compatible with the existing
colors of the surrounding area but need not duplicated existing colors. Color should not be
used as an attention getting device. Accent colors should be used thoughtfully and complement
the base color or a variation of its hue, either weaker or stronger. The transition between base
and accent colors should relate to changes in building materials or the change of the building

surface planes. Colors should generally not meet or change without some physical change or
definition to the surface plane.
4. When choosing colors and materials, maintenance should be considered. Painting over
certain materials can chip to show the original color, which would not compliment the other
new colors.
Based on the required process steps for this project and concerns related to the architectural design,
the project has been elevated for review to the Architectural Review Commission (ARC), we expect
to schedule the project hearing before the ARC on October 7, 2019. This tentative hearing date
depends upon the course of case processing. Any delays in environmental review or required plan
revisions may cause the tentative hearing date to shift. If we determine that the length of processing
or hearing date will change, we will advise you accordingly. Please be aware that substantial revisions
to submitted information may affect the estimate of time, cost and level of review for your project.
Please provide seven additional copies of the project plans for the public hearing. If you have any

Responses to complete letter dated August 20,2019 from Kyle Belle, Assistant planner
1. The following updates are being proposed, to all existing buildings, in an effort to make the architectural style consistent
on all sides in terms of architectural style, exterior finish materials and articulation: For the following comments, refer to
sheet a3.2 of the drawing PDF’s and the included color/materials board of the front elevation (south east)
All existing tile roofs and stucco walls shall be painted with elastomeric paint to match the proposed colors at the Subaru
remodel. The stone slate proposed at the Subaru columns will also be used for the remaining existing columns at the
other buildings. A decorative aluminum wall trim band, with a blue band accent color, has been added to the rear & sides
of the buildings. This trim band will complement the top fascia detail of the new vertical aluminum canopy at the Subaru
remodel, in size and character. Stone wall accents have also been added to the side and rear of the buildings. Finally,
in an attempt to articulate the front elevation from the newly proposed Suabru canopy, the existing tiled walkway roof will
be physically disconnected from the new proposed Subaru canopy by approximately 12ft. This will also help achieve a
visual separation from the two different auto brands that exist at Rancho Grande (Subaru and GMC), which is very
important for customer recognition. In addition to the physical separation, a blue accent color band will be added to the
beam that supports the tile roof across the entire front façade, complimenting the same blue band on the Subaru canopy
fascia.

3. A darker color is being proposed at the roof, transitioning to a lighter hue for the wall color highlighting the transition
from these two elements. A darker slate is being proposed at the columns and stone wall accents to provide a bolder
contrast to the lighter colors of the walls and roof (refer to color/materials board)
4. Elastomeric paint is being proposed at the roof tile and stucco walls for longevity and maintenance concerns. Re-
painting will be done if obvious chipping occurs.
