CALL TO ORDER: A Regular Meeting of the Jack House Committee was called to order on Wednesday,
September 11, 2019 at 5:30 p.m. in the Parks and Recreation Conference Meeting Room, located at 1341
Nipomo Street, San Luis Obispo, California, by Chair Chuck Croster.

CONSENT AGENDA AND CONSIDERATION OF MINUTES
1. Consideration of the Minutes
ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE JACK HOUSE
COMMITTEE FOR JULY 10, 2019.
MOTION BY COMMITTEE MEMBER TONI KINCAID, SECOND BY COMMITTEE MEMBER SETTLE,
AND CARRIED 4:0:0 to approve the minutes of Regular Meeting of July 10, 2019 as presented.

Need to correct language in previous minutes under Restoration Survey from “utilize” to “fund.”

ACTION: APPROVAL OF THE FINANCIAL REPORTS AND EXPENDITURES FOR END OF
YEAR 2019, FISCAL YEAR 2018-19

3. Restoration Condition Survey (Setterlund – 5 min)
Recommendation: Update – Kimberly from Tim Petina’s Restoration came to Jack House and will start the
survey process immediately. Cardboard should be removed. She will be providing survey of recommendations
for work that needs to be done will provide an estimate of costs.

4. Christmas Tree Purchase (Setterlund/Gordon – 5 min)
Recommendation:
Purchase a LED pre-lit Christmas tree and put candles on tree to have Victorian look. Cost for 7ft tree + tax will be
$400.00. Get tree first week of November.
MOTION BY COMMITTEE MEMBER SETTLE SECOND BY COMMITTEE MEMBER KINCAID,
AND CARRIED 5:0:0 to increase Christmas tree budget to $400.00.

Gordon - No pre-lit trees with candle holders. Possible for price to decrease.
Kincaid – purchased pre-lit clip on lights on string for outside of house
5. Plaque (Setterlund – 5 Min)
Recommendation: Get a sample, specifics, what type of material, how long will it last, and potential quality.
It has been recommended by Bryan and Marilyn to be placed on a pole in front of walk-way at visible
location near the home by front step on right hand side.
Horizontal plaque is preferred.

6. Park Mast Plan Update (Setterlund, – 5 Min)
PRC- still being updated. Should be notified late spring/early fall. Dave will check with Lindsey to see if
there is an update on PRC.

Kari explained that Jack house is noted in report as a Tier 1. Recommendations from report: replace the
arbor, enhance programming, update ADA accessibility- audit may be needed, what does that entitle?
City did undergo city-wide audit, should have audited the Jack House – more information to come when
report is complete. Historical homes are held to a different standard. Suggestion for Jack House to be
removed from city facility list and be designated to nonprofit operator will be discussed in Master Plan
Update.
7. Agenda Forecast & Staff Updates (Setterlund – 5 Min)
Staff report:
a. Park by Park Assessment – 9/4 5:30 PM (Council Chambers)
b. September Scramble
c. Ramp and Roll
d. Back to Pool
e. Completion and start of Softball Season
f. Shell Assessment (November Meeting) – improvements to the home
g. Completion of Johnson Ranch Parking lot
Comments:
CROSTER: Curious about meeting with Devin regards to list of criteria.
SETTERLUND: Will attach list of criteria for next meeting.
GORDON: Fence repair for Jack House. Rotary Club will repair, power wash and paint. They are willing to take
on the project if allowed to have an event there when finished. Timing of repair is up to city. City would need to
prune to get vegetation away from the fence.
SETTLE: would like to see the fence stay clean, need plan to keep fence/house/porch clean during the year even
the off-season so it is ready for when there are events there.
ALL: Agree that more maintenance is needed.
TONI: Carriage house is not meant for storage, possible to have a display (short term or long term). 10 people
attended on Sunday. Need to get cleaned and cleared out and make into exhibit.

CROSTER: possible event at the Jack House would be an Art Night.
SCHWAB : New parks and rec director will be starting soon. Vacancy of PRC board.

The next Regular Meeting of the Jack House Committee is scheduled for Wednesday, November 13, 2019, at 5:30
p.m. in the Parks and Recreation Conference Room, 1341 Nipomo Street, San Luis Obispo, California.
